About This Position

The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life of residents by providing a broad range of services that support emergency, short-term, and long-term needs. HSD operates programs for children, adults, and families at locations throughout the city.

Within HSD, the Community Services Program delivers essential assistance to low income households and individuals experiencing economic hardship. The program connects residents to federal, state, and local resources that promote stability and long-term, self sufficiency through direct client engagement, community outreach, and partnerships with agencies across Phoenix.

The Casework Services Coordinator plans, develops, and implements education and social service programs within the Community Services Program. Responsibilities include program development, funding requests, contract and grant coordination, and program evaluation. The position serves as a liaison to partner agencies, community groups, and governmental entities to ensure effective and equitable service delivery.

A key component of the role is overseeing program staff who conduct community based outreach, provide emergency financial assistance, and assist clients with comprehensive benefit navigation. The coordinator works closely with staff to ensure they accurately identify service needs, connect residents to appropriate resources, and maintain continuity of care.

The program manages multiple funding streams, the position carries significant administrative responsibility, including oversight of reporting requirements, regulatory compliance, data tracking, and documentation tied to service funding. The coordinator ensures all audits and reporting deadlines are met with accuracy and integrity.

The role also supervises specialized program functions such as client financial assistance programs and delegate agency training. This position will report to the Community Services Program Human Services Program Coordinator.

This role involves working with diverse groups from various races, ethnicities, cultural backgrounds, disabilities, genders, gender identities, sexual orientations, and health statuses; including individuals affected by HIV/AIDS. This position may require working after hours, weekends, or flexible scheduling to support community events and outreach activities. It includes not only working with but also promoting causes that align with these groups. This position often involves responding to emergencies and engaging with the public to promote and deliver departmental resources, at times outdoors and in various weather conditions; including on-scene assessments, eligibility determinations, counseling, crisis intervention, victim assistance, and home visits related to client needs.

This position is temporary and will be funded through June 2027. The temporary positions will have benefits but will not earn city retirement credits or participate financially in the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still continue to contribute to their pension. Temporary positions are not covered under civil service rules and thus employment is considered at-will and employees may be separated at any time.

  • Ability to navigate and document in client management systems and multiple databases.
  • Knowledge of Community Action Program (CAP) principles, CSBG requirements, and related compliance standards.
  • Familiarity with local, state, and federal social service programs, including eligibility, referrals, and benefit navigation.

SALARY

Pay Range: $94,993.60 - $127,296.00 annually.

Hiring Range: $94,993.60 - $99,736.00 annually.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications

  • Four years of responsible professional or administrative experience in early childhood education, education, social services, or public administration in a social service setting.
  • Bachelor's degree in early childhood education, education, social services, counseling, public or business administration, or a related field.
  • A master's degree is preferred.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Working irregular hours, weekends, and evenings may be required.
  • Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Candidates will be required to possess a valid fingerprint clearance card upon hire. Any records returned will be reviewed to determine the candidate's suitability for the job.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Supervisory experience.
  • Experience in Community Action Programs, CSBG requirements, and related compliance standards.
  • Experience working with local, state, and federal social service programs, including eligibility, referrals, and benefit navigation.
  • Experience coordinating or administering grant-funded programs, including narrative and statistical reporting.
  • Experience monitoring budgets in emergency assistance or community services programs.
  • Experience conducting community based outreach at off-site locations and partner agencies.
  • Experience monitoring and revising case documentation for compliance.
  • Experience entering data in a client database or equivalent.
  • Experience managing grant funded programs, including reporting, audit preparation, data tracking, and regulatory compliance.
  • Experience delivering culturally responsive customer service to diverse populations.
  • Experience providing crisis intervention within a case management setting.
  • Experience facilitating and coordinating training or presentations for staff or partner organizations.
  • Proficient user of Microsoft office programs such as, word and excel.
