General Definition
This is administrative and supervisory contract management work at the departmental level. The employee in this class supervises and monitors, through subordinate professional, technical and clerical personnel, the development, coordination and monitoring of all contract activities for the Managing Director’s Office, Department of Aviation, Health Department, Department of Human Services, Department of Behavioral Health and Intellectual Disability, the Office of Supportive Housing or the Philadelphia Department of Prisons. Work includes developing and implementing departmental contract processing policies and procedures, reviewing contract requests and proposals, and serving in a liaison capacity between departmental staff and provider and City agencies involved in the contract development and approval process. Directing departmental contract activities, coordinating the automated contract information system (ACIS) and establishing and maintaining effective working relationships with City officials, departmental administrators and representatives of contracted agencies to secure cooperation in the development of procedures and resolution of contract problems are significant aspects of the work. Work is performed under the general direction of an administrative superior.

Notes to Applicants and Projected Exam Information
Departmental and interdepartmental promotional eligible lists will be established as a result of this examination. An appointment in any department may be made from either one of the above-established promotional lists as deemed appropriate by the appointing authority.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS:
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.
To receive such preference, candidates must respond to the question regarding residence later in this form. The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
Promotional Exams using Proctor Exam or Proctor IO:
This examination will be scheduled for July 29, 2026. Please note that this examination date is subject to change. Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the written examination. Candidates will need to be able to operate computerized software proficiently and independently. Test Review:
In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals to the key answers. Call 215-686-0880 if you wish to schedule a Test Review.

Minimum Acceptable Training and Experience
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6months of the application deadline (January 19, 2027) will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
ALL SPECIALTIES
1. EDUCATION
Completion of a bachelor’s degree program at an accredited college or university.
NOTE: Additional experience or industry-relevant certification may substitute for the degree requirement on a year-for-year basis.
AND
2. GENERAL EXPERIENCE
Three years of administrative, program analysis or contract compliance experience, two of which shall have been at the full-performance level.
AND
3. SPECIFIC EXPERIENCE
Two years of administrative contract management experience above the full performance level in a major operating division of a health or social service department or in the Airport, which has included developing, coordinating and monitoring a large volume of contract and related activities.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience.
