SUMMARY

Directs, organizes, and monitors the Sewer, Sanitation, Traffic, and Highway division operations; performs a variety of technical tasks relative to the departments above; provides technical assistance to the Director. Fills in for subordinate positions when required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following; others may be assigned:

  • Plan, prioritize, assign, and review the work of staff responsible for Sewer, Sanitation, Traffic, and Highway division operations
  • Establish schedules and methods for providing public services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly
  • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures
  • Participate in the preparation and administration of the division budgets; submit budget recommendations; monitor expenditures; prepare cost estimates; submit justifications for equipment; monitor budget expenditures
  • Monitor and control supplies and equipment; order supplies and tools as necessary; prepare documents for equipment procurement; prepare specifications and contracts for contract services.
  • Train or coordinate training in thedepartments and safety methods, procedures, and techniques.
  • Coordinate with contractors in providing contract services
  • Play a significant role in long-term planning, including an initiative geared toward operational excellence
  • Planning and directing the reconstruction, maintenance, and repair of the City’s streets and bridge system
  • Supervising employees and resolving informal grievances
  • Responding to the questions and needs of other departments and citizens of the City
  • Working with the Planning Division on outside jobs
  • Handling claims, depositions, and making court appearances on the City’s behalf
  • Occasionally stepping into subordinate leadership position(s), in the event of absence of said leader
  • All requests from Zoning for property clean-ups
  • Backup to Maintenance Manager
  • Perform related duties as required.

QUALIFICATIONS

Must be computer literate, with significant experience in Excel, Word, and other related computer programs.

EDUCATION and/or EXPERIENCE

Bachelor’s degree from 4 four-year college or university; or five to seven years related experience and/or training; or equivalent combination of education and experience.Needs knowledge of maintenance equipment, significant construction experience, and/or significant experience in a supervisory position.

LANGUAGE SKILLS

Ability to read, analyze, and interpret financial reports, general business periodicals, professional journals, technical procedures, governmental regulations, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write reports, business correspondence, and procedure manuals. Ability to write speeches and articles for publication that conform to the prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to compute rate, ratio, and percent. Ability to draw and interpret bar graphs. Ability to apply concepts of complex algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

  • A valid driver’s License is required instead of a CDL during the employee’s obtaining period.
  • Valid Commercial Driver’s License with air brake endorsement (CDL) or employee must obtain CDL within six (6) months of appointment to the position
  • Valid Pesticide license from the State of Rhode Island, or the employee must obtain a Pesticide license within one (1) year of being appointed.
  • Valid Hoisting License is required, or the employee must obtain one within one (1) year of being appointed.
  • Valid arborist license from the State of Rhode Island, or an employee must obtain an arborist license within one (1) year of being appointed.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to use their hands to finger, handle, or feel, and reach with their hands and arms. The employee is occasionally required to stand, walk, sit, stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move more than 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outside weather conditions. The employee is occasionally exposed to high, precarious places, the risk of electrical shock, and vibration. The noise level in the work environment is usually loud. Work is performed in an indoor and outdoor field environment; travel from site to

site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions.

Pay: $87,628.38 per year
