BILLING CLERK (Water & Sanitation)

Reports To: Utility Billing Supervisor
FLSA Status: Non-Exempt
Position Summary
Under the supervision of the Utility Billing Supervisor, the Billing Clerk provides customer service and administrative support for the City's water and sanitation billing operations. This position is cross-trained to work in both offices and assists with utility account maintenance, billing, collections, payment processing, customer inquiries, and other related clerical duties.
Essential Duties and Responsibilities
- Provide courteous and professional customer service in person, by telephone, and by email.
- Assist customers with water and sanitation utility accounts, billing questions, service requests, and payment options.
- Process utility payments and accurately balance cash drawers and daily receipts.
- Establish, transfer, update, and close utility service accounts.
- Enter and maintain customer account information in the utility billing software.
- Assist with preparing monthly utility bills, notices, reports, and correspondence.
- Process service orders, including new service requests, disconnects, reconnects, and final bills.
- Maintain accurate records and ensure confidentiality of customer information.
- Assist with delinquent account processing and payment arrangements in accordance with City policies.
- Cross-train and provide coverage in both the Water Billing and Sanitation Billing offices as needed.
- Operate standard office equipment and perform general clerical duties.
- Perform other related duties as assigned.
Knowledge, Skills, and Abilities
- Excellent customer service and communication skills.
- Basic knowledge of bookkeeping, cashiering, and billing procedures.
- Proficiency with computers, Microsoft Office, and data entry.
- Ability to learn utility billing software and City policies.
- Ability to maintain accuracy, confidentiality, and effective working relationships.
Minimum Qualifications
- High school diploma or GED required.
- Previous experience in customer service, clerical work, billing, cashiering, or bookkeeping preferred.
- Ability to become proficient in the City's utility billing software and procedures.
Physical Requirements
Work requires sitting, standing, walking, bending, and occasional lifting of up to 25 pounds. Must be able to operate computers, calculators, telephones, and other standard office equipment.
Working Conditions
Work is performed primarily in an office environment with frequent interaction with the public. This position may be assigned to either the Water Billing Office or the Sanitation Billing Office as operational needs require and must be able to perform the duties of both divisions.
Pay: From $12.00 per hour
