The Organization

The City of Paso Robles was incorporated in 1889 as a general law city and operates under the Council-Manager form of government. As of January 1, 2025, the City's population has grown to approximately 31,061, reflecting consistent growth over recent years as more residents are drawn to the City's high quality of life, strong community identity, and comprehensive municipal services.

The City is a full-service municipality, meaning it provides a wide range of essential public services directly to its residents. These include police and fire protection, emergency medical response, water and wastewater utilities, parks and recreation, planning and development services, public works, and community enrichment programs. The City is committed to delivering responsive, effective, and efficient services that enhance the well-being of its residents and support a safe, sustainable, and vibrant community.

The governing body consists of a five-member City Council: the Mayor, elected at large by the voters of the City; and four Councilmembers elected by district. Voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager, appointed by the City Council, serves as the Chief Executive Officer and is authorized to appoint all non-elected employees, with the exception of the City Attorney.

The City operates with a total annual budget of $148.5 million for fiscal year 2026-27 and employs 311.97 full-time equivalent positions across the departments of Administrative Services, City Manager’s Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.

The Department 
The Public Works Department plays a vital role in maintaining Paso Robles’ infrastructure and quality of life by providing essential services that support the community every day. Through dedicated in-house operations and maintenance, the department delivers responsive, reliable, and cost-effective services that keep City facilities, infrastructure, and public spaces safe and operational.

Within Public Works, the Airport Division supports the operation and maintenance of the Paso Robles Municipal Airport, a City-owned facility that serves as an important transportation and economic asset for the region. With opportunities for future growth, the airport continues to play a key role in connecting the community while supporting local businesses, aviation users, and visitors.

The following duties are typical of this classification. Incumbents may not perform all of the duties set forth below and/or may be required to perform additional related duties to address City needs and evolving business practices.

• Performs a wide variety of work in support of the daily operation, maintenance, safety, and emergency response of the Paso Robles Airport.
• Conducts routine airfield maintenance and inspections in accordance with Federal Aviation Administration (FAA) standards and specifications, including maintenance of airfield lighting systems, airfield markings, hangars, surface preparation and repair, beacons, tie-downs, and chains.
• Operates, maintains, and performs minor servicing of a variety of vehicles, equipment, and tools used in airport maintenance activities, including mowers, tractors, sweepers, loaders, utility vehicles, and hand and power tools.
• Performs routine repairs and preventative maintenance on airport facilities, including the terminal, hangars, restrooms, meeting rooms, and related infrastructure.
• Performs landscape and grounds maintenance on airport property including, mowing, planting, pruning, irrigating, fertilizing, weed abatement, and the application of herbicides and pesticides in accordance with applicable regulations; maintains landscaped areas surrounding buildings, roadways, and airfield facilities.
• Installs, repairs, and maintains irrigation systems, fencing, signage, pavement markings, and other airport infrastructure and amenities.
• Coordinates and communicates with fixed-base operators (FBOs), tenants, hangar owners and renters, contractors, the FAA, and the public regarding airport operations, maintenance activities, and access needs.
• Monitors airport grounds and facilities for safety, security, and operational concerns; responds appropriately to emergencies, incidents, hazardous conditions, and security issues.
• Assists in responding to aircraft incidents and emergencies in accordance with established procedures and applicable regulations.
• Maintains accurate records related to inspections, maintenance activities, work orders, equipment usage, materials, and regulatory compliance; prepares reports and documentation as needed by management, clients, and compliance agencies.
• Assists with compliance activities related to applicable federal, state, and local regulations, including the City’s Stormwater Pollution Prevention Program (SWPPP) and other environmental and safety requirements.
• Provides courteous and professional customer service to tenants, contractors, airport users, and the public; provides information and escorts visitors as needed.
• Performs routine custodial and janitorial duties to maintain airport facilities in a clean, safe, and presentable condition.
• Maintains knowledge of applicable aviation regulations, airport safety procedures, and operational best practices.

Knowledge of:

• Methods, materials, tools, and equipment used in the construction, inspection, maintenance, and repair of airport facilities, grounds, and infrastructure.
• FAA rules, regulations, safety standards, and applicable federal, state, and local laws related to airport operations, maintenance, environmental compliance, and safety.
• Principles and practices of airfield inspections, pavement maintenance, airfield lighting systems, signage, markings, and airport security procedures.
• Safe operation and minor maintenance of vehicles, heavy equipment, hand tools, and power tools used in airport, grounds, and facility maintenance activities.
• Preventative maintenance principles for buildings, facilities, irrigation systems, lighting systems, and related infrastructure.
• Landscape and grounds maintenance methods, including planting, pruning, mowing, irrigation installation and repair, weed abatement, and the safe application of herbicides, fungicides, and pesticides.
• Safe work practices, including traffic control and the handling and storage of hazardous materials and chemicals.
• Basic custodial methods, cleaning procedures, and the proper use of custodial tools, equipment, and supplies.
• Basic mathematical principles and recordkeeping practices related to maintenance and operational activities.
• Customer service principles and techniques for interacting effectively with tenants, contractors, airport users, regulatory agencies, and the public. 

Ability to:

• Perform semi-skilled to skilled construction, maintenance, repair, custodial, and grounds maintenance work related to airport facilities, infrastructure, and equipment.
• Conduct routine airfield inspections and identify maintenance, operational, safety, and security concerns.
• Safely and effectively operate vehicles, equipment, machinery, and tools used in airport maintenance and operations.
• Troubleshoot, diagnose, and repair irrigation systems, lighting systems, facilities, and related airport infrastructure.
• Read and accurately interpret blueprints, diagrams, manuals, technical specifications, and work orders.
• Locate underground utilities and perform work in accordance with Underground Service Alert (USA) requirements.
• Maintain accurate logs, inspection records, maintenance reports, and other documentation related to airport operations and regulatory compliance.
• Understand, interpret, and apply applicable laws, regulations, policies, procedures, and technical instructions.
• Respond calmly, effectively, and professionally during emergencies, incidents, and unusual situations.
• Communicate clearly, professionally, and effectively through a variety of methods, including face-to-face interactions, telephone, email, and other appropriate mediums.
• Provide courteous and effective customer service and maintain positive working relationships with tenants, contractors, regulatory agencies, coworkers, and the public.

Education and Experience

A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or a General Educational Development (GED) certificate; and
• Airport Maintenance Technician I: Six months of experience performing basic maintenance or custodial work in janitorial services, electrical, carpentry, plumbing, or a closely related field.
• Airport Maintenance Technician II: Two years of skilled maintenance experience in janitorial services, electrical, carpentry, plumbing, or a closely related field.

Licenses and Certifications

Requires possession of the following:

• A valid California Class C driver license and a satisfactory driving record

Distinguishing Characteristics

Airport Maintenance Technician I is the entry level class in the series. Incumbents perform basic-level unskilled and semi-skilled operational and maintenance duties while gaining a foundational understanding of airside and landside systems at the airport. Employees in this classification learn to safely operate and maintain a variety of equipment, machinery, and hand and power tools.

Airport Maintenance Technician II is the journey level position in the series.  Incumbents perform intermediate-level unskilled, semi-skilled, and skilled operational and maintenance duties across all areas of the airport with a focus on airside duties. Employees complete complex projects within established procedures and are proficient in operating and maintaining a variety of heavy equipment, machinery, and tools. 

Career Advancement

The Airport Maintenance Technician I/II classification is a flexibly staffed series. Advancement within the series shall be based on demonstrated proficiency in the work; possession of the required knowledge, skills, competencies, and abilities; and recommendation of the department director. 

Employees eligible for advancement to the next level in the series must have served a minimum of six months satisfactory performance at their current wage step prior to reclassification. Reclassification shall become effective the first day of the pay period following written approval from the department director. If a performance evaluation has not been completed within the preceding 6 months, a current evaluation demonstrating continued satisfactory performance must accompany the recommendation for advancement.
