The Pasadena Water & Power department is excited to announce its vacancy for Assistant Engineer (Civil) in the Power Delivery division. The appointed Assistant Engineer will perform a variety of professional engineering work in the field or office; coordinates, assigns and oversees the work of professional and technical staff in engineering activities; performs related work as assigned.
The ideal Assistant Engineer (Civil) will work under immediate supervision in a training capacity. With experience and training, the work becomes progressively more diversified and difficult and requires increasing independence of judgment. The incumbent will gain experience in engineering studies, performing analyses, and developing plans and proposals for current and future regulatory compliance, designing plans, making general engineering and plan checking calculations for projects, monitoring contracts for compliance with engineering standards and specifications.

Designs and prepares drawings and specifications for a variety of departmental projects or programs; makes general engineering calculations in connection with field and office assignments; makes modifications; determines right of way extent and scope of project, including acquisition, easement requirements and map preparation; assists with tenants with relocation services; conducts environmental studies and prepares reports and required documents; responds to complaints and recommends solutions; ensures safety requirements and standards; uses computer technology to solve problems and perform assignments.- Participates in project management as part of a team; performs general engineering review analysis of designs and checks calculations; receives and checks applications and routine engineering plans submitted for permits; reviews for code compliance; prepares specifications for proposals; reviews designs and evaluates proposals; evaluates bids; negotiates terms; prepares agenda reports for contract award recommendations; prepares contracts; develops schedules; conducts job walks; performs routine inspections at project sites for conformance with specifications and standards; performs tests and evaluates performance; identifies problems and recommends solutions; monitors costs; confers with other professional and technical staff to coordinate work; writes and processes Change Orders.
- Coordinates, schedules, assigns, trains and evaluates the work of professional and para- professional personnel.
- Directs and prepares contract documents and specifications; prepares quantity and cost estimates for construction projects; serves as contract administrator for construction work; conducts surveys and studies; oversees installations; investigates problems in the field and at sites; exercises cost control; prepares and submits reports.
- Participates in the preparation of project budgets; monitors costs; conducts a variety of studies; prepares reports and maintains engineering records; purchases equipment and materials.
- Establishes and maintains effective working relationships with contractors, vendors, outside agencies, the public and City staff; attends meetings; makes presentations; responds to complaints and claims against the City.
- Gathers technical data required for planning a wide variety of engineering projects; provides technical assistance to others on computerized programs, major projects and programs; evaluates software and makes recommendations.
- Prepares a variety of documents and reports; assists in the preparation of grant funding applications.
- Supervises survey parties in the field as chief of party or works as an instrument person.
- Regular attendance is an essential function of this classification.

Graduation from college with a Bachelor's degree in civil engineering. An Engineer in Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers may substitute for the college degree.
SELECTION PROCESS
The selection process will consist of an evaluation of training and experience. The most highly qualified candidates may be invited to participate in a written, oral, or performance examination. Probationary period is one year
VACANCY INFORMATION
There is currently one vacancy in the Power Delivery Engineering division of the Water and Power department.
The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
FLSA = Exempt
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.

The City is closed on alternate Fridays and most staff observe a 9/80 work schedule.
