JOB SUMMARY: The Housing Coordinator is responsible for managing and administering housing programs under the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) umbrella. This position ensures compliance with federal, state, and local regulations while overseeing housing assistance programs, including the Minor Home Repair Program, Emergency Repair Program, Owner-Occupied Rehab Program, Down Payment Assistance Program, Rental Rehab Program, Tenant-Based Rental Assistance (TBRA) Program, Community Housing Development Organizations (CHDOs), and the Low-Income Housing Tax Credit (LIHTC) Program. The Housing Coordinator plays a key role in enhancing housing decency, stability, affordability, and accessibility for residents of Parkersburg and Wood County.
RESPONSIBILITIES, DUTIES AND ACCOUNTABILITIES:
1) Administer all housing-related programs funded through CDBG, HOME and any other sources.
2) Coordinate and oversee project applications, funding allocations, and program implementation.
3) Work closely with nonprofit organizations, developers, and other stakeholders to facilitate housing initiatives.
4) Ensure compliance with federal, state, and local regulations governing housing programs, including, but not limited to HUD requirements.
5) Conduct outreach and provide technical assistance to residents, contractors, subrecipients, and other program participants.
6) Develop and implement policies and procedures to enhance program efficiency and effectiveness.
7) Collaborate with other City departments and agencies on housing-related issues and initiatives.
8) Assist in securing additional funding sources and leveraging existing resources for housing programs.
9) Provide public education and engagement regarding available housing programs and resources.
10) Administer, monitor, & tracks the receipt and disbursement of all funds for Department projects (tracking, recording keeping, drawdowns, coordination of payments through the Finance department, etc.). Notify and educate others on grant requirements as needed.
11) Ensure compliance with the Fair Housing Act by promoting equal housing opportunities and conducting public education on fair housing & tenant/landlord relations.
12) Manage Loan Soft Software to include generating monthly statements, receipting payments, reviewing payment applications and balances with borrowers, and completing monthly write downs, etc.
13) Assists with the preparation of legal documents (liens, release of liens, recording of deeds, research, deeds of trust, etc.) for departmental and other related projects, such as Residential Assisted Demolition, or Down Payment Assistance.
14) Maintains and prepares monthly operating reports relating to the financial status for the Federal or State program funds, as well as other reports necessary like the Timeliness test, programmatic income, SEFA, IDIS, etc.
15) Perform other related duties as assigned.
POSITION REQUIREMENTS AND QUALIFICATIONS:
Bachelor’s degree in Public Policy, Public Administration, Business Administration, Housing & Community Development, or a related field. Two (2) years of experience in housing programs, or grant administration, preferred. Experience working with HUD preferred. Knowledge of affordable housing strategies, LIHTC, and CHDO operations is a plus.
Strong understanding of housing policies, regulations, and compliance requirements. Strong project management and organizational skills. Ability to interpret and apply federal, state, and local housing laws and guidelines. Strong written and verbal communication skills, with the ability to present information clearly to diverse audiences. Proficiency in Microsoft Office Suite and grant management software. Ability to work both independently and collaboratively with multiple stakeholders. Strong problem-solving and analytical skills.
Work is primarily performed in an office setting, with some travel required for site visits, public meetings, and community outreach.
May require occasional evening or weekend hours to accommodate public engagement events or deadlines.
Possession of a valid driver’s license.
Pay: $39,270.00 - $56,548.80 per year
