Independent professional, analytical, and technical leadership position responsible for the strategic implementation, architectural oversight, and management of the City’s Enterprise Geographical Information Systems (GIS) and associated data. Responsibilities include leading a team of GIS professionals, managing complex spatial databases, and producing advanced analytical products to support demographics, zoning, planning, and public safety. The position acts as a primary liaison between Information Technology and various City departments to ensure GIS integration with enterprise workflows. This position reports to the Director of Information Technology.

Employees in this classification function at a professional leadership level and are responsible for overseeing the lifecycle of technical software applications, promoting optimal performance through modern IT frameworks, and ensuring data integrity. Provides continuous monitoring of work processes to ensure quality assurance, data governance, and proactive improvements to city-wide spatial procedures.

  • Enterprise Administration: Manages and maintains the organization-wide GIS Enterprise environment, including ArcGIS Enterprise (Portal, Server, Data Store) and ArcGIS Online.
  • Strategic Planning: Performs GIS needs assessments and identifies technological gaps; prioritizes GIS initiatives in alignment with the City’s long-term strategic goals and Capital Improvement Plan (CIP).
  • Team Leadership: Manages a team of skilled GIS Specialists; provides technical direction, performance evaluations, and mentorship to the GIS division.
  • Integration & Liaison: Coordinates with various departments to integrate GIS with other enterprise systems (e.g., Enterprise Asset Management, Permitting/Land Management, and Utility Billing).
  • Project Management: Provides end-to-end project management—from conceptual design and requirements gathering to deployment and maintenance—for all GIS-related initiatives.
  • Application Development: Oversees the development of end-user delivery solutions, including web-based dashboards, mobile field applications (Field Maps, Survey123), and customized workstation tools.
  • Professional Development: Establishes and guides professional development pathways for GIS staff and identifies "Power Users" within other City departments to decentralize data maintenance where appropriate.
  • Automation & Optimization: Identifies manual processes suitable for automation and develops scripts/tools (using Python, Arcade, or FME) to increase organizational efficiency.
  • Contract Management: Coordinates and monitors contracts with GIS vendors, hardware/software providers, and data conversion services.
  • Data Governance: Establishes and enforces procedures for data accuracy, vertical integration of layers, metadata standards, and the synchronization of disparate databases.
  • Research & Development: Conducts ongoing R&D of emerging geospatial technologies, including AI/Machine Learning applications, 3D modeling, and remote sensing (LiDAR/Imagery) integration.
  • Community Outreach: Executes GIS customer outreach initiatives for both City personnel and citizens to promote transparency and data accessibility (Open Data portals).
  • Emergency Support: Provides critical spatial analysis and mapping support during emergency management activations or natural disasters.
  • Other duties as assigned.

Bachelor’s Degree with major course work in Geographic Information Systems, Geographic Information Science, Computer Science, or a closely related field required; supplemented by six (6) years of progressively responsible experience in GIS applications and analysis using the Esri Enterprise suite; or an equivalent combination of education, training, and experience. Must include at least two (2) years of experience in a leadership capacity, such as a GIS Lead, Coordinator, or Supervisor. 

  • GISP Certification (highly desired)
  • Esri Technical Certifications (desired).
  • Must possess and maintain a valid Florida Driver’s License.
  • Technical Expertise: Extensive knowledge of the Esri suite, specifically ArcGIS Pro, ArcGIS Enterprise (Portal/Server), and ArcGIS Online.
  • Database Management: Proficiency in SQL Server and ArcSDE for geodatabase administration, performance tuning, and versioning workflows.
  • Development Skills: Experience with Python (ArcPy/ArcGIS API for Python) for automation and Arcade for visualization; familiarity with the Esri JavaScript API and REST service architecture.
  • Advanced Analytics: Knowledge of spatial statistics, network analysis, and image processing.
  • Interpersonal Skills: Ability to establish and maintain effective working relationships with division heads, elected officials, and public/private sector contacts.
  • Project Methodology: Experience working within a structured project management methodology (e.g., Agile or Waterfall).
  • Communication: Ability to translate complex technical concepts into understandable terms for non-technical stakeholders and "Power Users."
  • Organization: Superior ability to organize work, establish priorities, and meet deadlines with minimal supervision.
  • While performing the essential functions of this job, the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, and lift and/or move up to 25 pounds.
  • The employee is rarely exposed to disagreeable environmental factors.
