What are the responsibilities and job description for the Wastewater Collection Supervisor position at City of Palm Bay?
Graduation from high school plus a minimum of five (5) years of experience in wastewater collection operations. An associate degree in engineering, industrial maintenance technology, or a related field is preferred. Two (2) years of supervisory experience working in a foreman, or higher, capacity for a wastewater collection system required. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENTS
Must possess a valid Florida Water and Pollution Control Operators Association (FWPCOA) Wastewater Collection System Operator Technician Level I Certification. Completion of all of the following California State University Sacramento (CSUS) courses will also be accepted:
- Operation and Maintenance of Wastewater Collection Systems, Volume 1, 90-hour course
- Operation and Maintenance of Wastewater Collection Systems, Volume 2, 64-hour course
- Collection Systems: Methods for Evaluating and Improving Performance, 30-hour course
*For internal candidates: A Level II Certification or equivalent CSUS courses will be accepted upon hire with the requirements to obtain the Level I Certification or equivalent CSUS courses within twelve (12) months of hire.
A valid Florida Class A Commercial Driver’s License is preferred.
Licenses/Certifications must be kept current while in this classification.
NOTE: Out of State candidates applying for reciprocity of the required license may be considered for this position.
Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee’s Department Head will make the determination as to who will be required to work.Under general supervision, performs supervisory and administrative work overseeing the technical installation, maintenance, repair and rehabilitation of the City’s Wastewater Lift Stations and Collections system. Work involves planning, organizing, supervising and reviewing the work of skilled, semi-skilled and unskilled workers performing assigned tasks. Must be able to plan and coordinate a number of simultaneous activities performed by subordinate staff. Responsible for establishing and monitoring schedules, purchasing equipment, supplies and material, and preparing activity reports. In cases where in-house construction projects are required, incumbent may be responsible for establishing construction schedules, procurement of all parts, equipment and/or material required to complete project to entirety, following all City of Palm Bay specifications and standards. Reports to the Wastewater Collection Superintendent.
ESSENTIAL JOB FUNCTIONS
Supervises, assigns and directs activities of the assigned section within the Wastewater Collection Division of the Utilities Department, which may include Lift Station, Collection System Maintenance and Repairs, or Collection System Assessment.
Reviews trade journals and other appropriate literature to enhance and maintain knowledge of trends and developments in the field of wastewater collection.
Prepares rough drawings, specifications and calculations for the rehabilitation and replacement of the wastewater collection systems.
Develops, establishes and ensures adherence to policies, procedures and standards.
Effectively leads staff by communicating Departmental goals, divesting control and encouraging employee innovation through the implementation of reciprocated practices.
Administers and or makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, performance evaluations and discipline, etc., and submitting such records and reports as required by Department and City policies.
Establishes and monitors adherence to maintenance schedules for Department equipment; oversees performance of maintenance and repair work as scheduled or otherwise necessary.
Researches equipment and supply prices, and prepares purchase specifications; purchase supplies and equipment as necessary to maintain adequate inventory for daily maintenance operations.
Prepares and maintains various activity records and reports; submits reports to management as requested or as otherwise deemed appropriate; projects personnel and cost estimates to assist in Department budget proposal preparation.
Determines equipment, labor and material requirements to perform construction projects.
Utilizes computerized maintenance management systems (CMMS), GIS, SCADA, CCTV inspection software, and other related programs to manage workflows and data collection.
Responds to questions and complaints from the public related to division activities and explains City of Palm Bay Utility policies, as necessary.
Consults with staff to resolve technical, operational or personnel problems; troubleshoots complex technical problems, develops alternative solutions and makes recommendations for action.
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after hour calls.
When assigned to Lift Station operations:
- Oversees daily operations, maintenance, and repair of wastewater lift stations, pumps, control systems, and associated equipment.
- Prepares rough drawings, specifications, and calculations for the rehabilitation and replacement of lift stations.
- Reviews technical literature and attends training to stay current with trends and best practices in lift station operations and maintenance.
When assigned to Collection System Maintenance and Repairs:
- Directs field crews in the maintenance and repair of gravity sewer mains, force mains, and manholes.
- Oversees activities such as pipe repairs, point repairs, emergency response to sewer overflows, and coordination with contractors.
- Ensures compliance with environmental and safety regulations during repair operations.
- Reviews technical literature and attends training to stay current with trends and best practices in collection system operations and maintenance.
When assigned to Collection System Assessment:
- Oversees field inspections of the wastewater collection system including CCTV inspections, smoke and dye testing, manhole inspections, and condition assessments.
- Analyzes inspection data to support asset management, rehabilitation planning, and prioritization of capital improvements.
- Coordinates with engineering and GIS staff to maintain accurate infrastructure records and maps.
- Reviews technical literature and attends training to stay current with trends and best practices in collection system operations and maintenance.
