The City of Oxnard’s Police Department is seeking a Senior Police Records Technician who under general direction, performs a wide variety of advanced technical and law enforcement support services related to gathering, recording, maintaining, retrieving and distributing law enforcement data and information, including the planning, organizing, and training activities. Demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; and performs related duties as required.

  • Respond to CRE Records requests 

  • Help with onboarding and training new staff

  • Juvenile Sealings 

  • 849 Letters

  • Performs advanced records management duties

  • Provides training and guidance to Records personnel

  • Serves as a subject matter expert for records related processes and systems, and ensures continuity of operations by covering all Records Unit desk assignments as needed.

  • Assists in maintaining compliance with applicable laws, regulations, policies, and procedures governing law enforcement records while supporting the efficient delivery of services to both internal and external customers.


CLASSIFICATION SUMMARY:

This class is the second level in a four-level Police Records Series devoted to providing technical and clerical support services to law enforcement. Incumbents provide advanced journey-level clerical support for records management or word processing and serves as a lead worker providing training and work review to other police records staff on an assigned shift, as well as training to all law enforcement staff on the records management system. As assigned, work may include training staff; developing and maintaining desk manuals; processing legal documents; and assisting with technical support for the records management system.

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Police Records Technician in that it performs advanced, journey-level clerical support in the maintenance of records or word processing, and may serve as a lead worker.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents serve as lead workers by assigning work and monitoring work completion. Receives general supervision on routine items which are performed according to established standards and procedure sand receives specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE:

Police Department personnel in the Records Division are required to work a variety of shifts. Shifts will include nights, weekends, and holidays.  In addition, this position may be required to work additional hours in response to peaks in workloads and changes in department needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay. The City does not offer hybrid or remote work. Rotating on call will be mandatory between the two Senior Records Technicians.

This class specification represents only the core areas of responsibilities; specific position assignments will varydepending on the needs of the Department.
  • Provides training and technical support related to the use of the records management system, National Crime Information Center System and unit assignments; provides oversight, work review and guidance related to records management activities.

  • Performs data queries; researches and compiles data from logs, system records and related information; scans documents; and prepares reports; responds to information and discovery requests; validates NCIC records; processes adult and juvenile “sealings.”

  • Provides customer service by responding to technical inquiries and information requests from the public, law enforcement officers and/or other agencies; provides information in accordance with applicable laws, policies and procedures; responds to requests and handles more complex requests not resolved at a lower level.

  • Prepares procedural documentation such as user manuals, draft policies and procedures.

  • Performs other duties of a similar nature and level as assigned.

The following are the minimum qualifications necessary for entry into the classification: 

EDUCATION 

  • High School Diploma or GED

EXPERIENCE: 

  • Three years of related clerical experience.

LICENSING/CERTIFICATIONS:

  • Possession of, or ability to obtain, a valid class C California driver's license

OTHER REQUIREMENTS:
  • Must be able to effectively communicate in English, both orally and in writing

  • Successful completion of a police background investigation will be required, with requirements determined by the City of Oxnard. 

  • Must be a current City of Oxnard employee for the Oxnard Police Department

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.


Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.


Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.


This position requires a 12 month probationary period.
