Job Summary:
The Neighborhood Coordinator is part of the Owasso Strong Neighborhood Initiative that works proactively to build partnerships that help protect neighborhoods, as well as the community’s economic stability and long-term prosperity. This position collaborates with City staff, neighborhood residents, and community members to identify and resolve neighborhood issues, empower neighborhoods and individual groups to enhance their quality of life, and to assist in building the City’s organizational capacity to work with neighborhoods. Work is performed under the general direction of the Assistant to the City Manager, and has supervisory responsibility for one staff position.
Foundational and ongoing programs of the Owasso Strong Neighborhood Initiative include Neighborhood Grant Program, Annual Leadership Conference, Workshops/Ongoing Training, and Volunteer Programs (Owasso CARES, Keep Owasso Clean).
Salary:
$70,853 – $88,566 annually, depending upon qualifications and experience

Schedule:
- Typical schedule is 40-hour work week Monday – Friday, with frequent evenings and weekends required to support programs and events
- Schedule can be negotiated and flexible
Essential Functions:
- Encourage and support the formation and growth of neighborhood networks and homeowners' associations; maintain a current database of neighborhood contacts
- Monitor and evaluate neighborhood needs, and implement strategies from approved neighborhood plans
- Develop and deliver community outreach programs to promote awareness and use of City services
- Coordinate and serve as liaison for community/neighborhood events (e.g., parades, block parties, clean-up days)
- Facilitate communication between residents, City staff, and other stakeholders; promote citizen participation
- Assist residents and neighborhood groups in resolving issues through established City processes
- Serve as the City's point of contact for neighborhood issues; act as mediator and facilitator as needed
- Recommend neighborhood policies, programs, budgets, and events
- Assist in writing grant applications for neighborhood initiatives
- Prepare reports, correspondence, and project documentation
- Speak at community and public meetings as a City representative
- Manage and measure strategic action plans for neighborhood engagement
- Cultivate partnerships with public and private organizations to support vibrant neighborhoods
- Encourage volunteerism and community involvement in neighborhood programs
- Prepare and present activity and performance reports, including the Annual Report to City Council
- Build capacity in neighborhood organizations through resource identification, partnerships, and funding opportunities
- Maintain and update neighborhood services information on the City’s website
- Supervise one administrative staff member
- Perform other duties as assigned, in a manner consistent with the City of Owasso’s vision and strategic goals
Minimum Qualifications, Education and/or Experience:
- Bachelor’s Degree from an accredited college or university
- Minimum of two years of experience in public relations or public administration, or other problem solving environment
- OR, the equivalent combination of education, training, and experience, that provides the required knowledge, skills and abilities
- Proficiency with computer programs and software, including MS Word, Excel, Outlook, Internet applications and database management
- Experience that demonstrates a heart for service
Preferred Qualifications and Experience:
- Familiarity with neighborhood organizations and community structures
- Experience with Geographic Information Systems (GIS) programs
Special Certification, Registration, Licenses and Other Minimum Requirements
- Valid Oklahoma Drivers’ License with good driving record
- Must be willing and able to work evenings and weekends as needed

Working Environment and Physical Requirements:
Working environment is primarily in an office setting, with a great deal of mobility required for attendance at various meetings, events and worksites, both indoors and outdoors, in all types of weather conditions including extreme temperatures, hot and cold, and wet and/or humid conditions. Attendance public meetings, events and hearings outside normal office hours, such as Saturdays or evenings, is required.
Tasks require ability to lift/push/pull/ and/or move up to 50 pounds occasionally (with manual assistance as needed), and typically involve some combination of walking, sitting, or standing for extended periods of time, walking, balancing, climbing, bending, crawling, crouching, feeling, handling, hearing, kneeling, reaching, repetitive motion, and mental and visual acuity.
