The City of Oshkosh Finance Department is seeking detail-oriented, customer-focused professionals to support utility billing, customer accounts, revenue collection, cash receipting, and financial reconciliation activities.

In this role, you will provide essential operational support and backup coverage for both the Utility Accounting and Collections divisions. The ideal candidate is accurate, dependable, comfortable handling financial transactions, and able to provide courteous service to residents and customers in person, by phone, and by email.

Key Responsibilities

  • Process utility billing activities, including monthly cycle, final, and delinquent billings.
  • Review work orders, correct routine billing exceptions, and prepare billing files, notices, and supporting documentation.
  • Establish and update utility customer accounts; process service changes, payments, transfers, credits, returned payments, and final bills.
  • Receive and process payments for utilities, real estate taxes, general billing, licenses, and other City services.
  • Accurately handle cash, checks, credit/debit card payments, and electronic transactions; issue receipts and balance a cash drawer.
  • Reconcile daily collections, prepare end-of-day reports, and research and resolve routine discrepancies.
  • Maintain accurate customer account records, reconciliations, reports, and supporting documentation.
  • Respond to public inquiries regarding utility bills, account balances, payment options, City services, and licenses.
  • Resolve routine customer concerns and refer complex or escalated matters to appropriate Finance Department staff or other City departments.
  • Provide backup support in Utility Accounting and Collections functions as needed.

Minimum Qualifications

  • High school diploma or equivalent.
  • Three to five years of related experience in cashiering, customer service, bookkeeping, accounts receivable, utility billing, banking, or a comparable financial clerical field.
  • Associate degree in Business Administration, Accounting, Finance, or a related field is desirable.

Knowledge, Skills, and Abilities

Successful candidates will demonstrate:

  • Strong cash-handling, billing, accounts receivable, and financial recordkeeping skills.
  • Ability to accurately process and reconcile a variety of payment transactions.
  • Working knowledge of basic bookkeeping and office procedures.
  • Proficiency with Microsoft Word and Excel, with the ability to learn and use billing and cash receipting systems.
  • Strong mathematical aptitude and attention to detail.
  • Ability to research customer account questions and resolve routine payment or billing discrepancies.
  • Sound judgment and ability to follow applicable laws, regulations, policies, and procedures.
  • Commitment to confidentiality when handling customer account and financial information.
  • Ability to manage multiple priorities, meet deadlines, and work accurately in a fast-paced environment.
  • Professional, courteous, and tactful customer service skills.
  • Ability to work independently and collaboratively with City staff and the public.

Pay: $24.80 - $28.34 per hour

Expected hours: No less than 37.5 per week
