The development activity in the City of Ontario is booming! The City’s Building Department team is working on many exciting and dynamic projects aimed at improving the community's quality of life and addressing its expanding demands. During this exciting period of growth and development in the City of Ontario, the position of Deputy Building Official offers a great opportunity for an experienced building professional who is enthusiastic to direct, plan, coordinate, and manage the staff, activities, and operations of the Building Department's Building Inspection, Plan Check and Permit Services Divisions; assist in developing and implementing departmental policies, procedures, and goals; provide technical assistance and oversight; and provide complex staff assistance to the Building Official in areas of expertise.

The Ideal Candidate

The ideal candidate will have solid building operation experience and superior leadership skills, as well as:
  • Evaluate, develop, and implement goals, objectives, practices, policies, procedures, and work standards.
  • Plan, organize, direct and coordinate the work of management, supervisory, professional and technical personnel, and delegate authority and responsibility.
  • The ability to exercise tact and diplomacy dealing with sensitive and complex matters.
  • Provide leadership and mentorship to staff at all levels, fostering professional growth and succession planning.
  • Make appropriate determinations and recommendations according to municipal and state regulations, codes and requirements.
  • Be able to identify/analyze problems or areas of improvement and provide innovative/strategic solutions to make the department more efficient and effective and promote overall operational excellence.
  • Operate with independence and initiative, while performing accurately and efficiently in a fast-paced environment.
  • Professionally provide excellent customer service and effectively interact and communicate, both orally and in writing. 

The successful candidate will embody the Department's mission and vision as well as the qualities of a "Five Tool Player" - Leader, Thinker, Communicator, Operator and Public Servant - and the principles of the City's Customer Service Philosophy – Empathy, Respect, and Problem Solving.

The following procedures will apply: 

  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.
  • The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates on the Eligibility List.
  • The City of Ontario reserves the right, if necessary, to accept only the first one hundred (100) applications from applicants that meet the qualification guidelines below.   
  • Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of the City will be invited to participate further in the selection process.

The essential functions typically performed by the Deputy Building Official include the following:

  • Directs and manages the operations of Building Inspection, Plan Check, and Permit Services divisions; assists in developing and implementing departmental goals, objectives, policies, procedures, and priorities to ensure alignment with department, agency, and City goals.
  • Selects, trains, motivates, and directs assigned personnel; evaluates performance and reviews work for acceptability and conformance with agency and City standards, including program and project priorities; mentors staff for professional development and succession planning; addresses performance issues and administers disciplinary procedures as necessary.
  • Participates in the development and administration of the department budget; monitors personnel and internal services expenditures; tracks and projects revenues of programs, forecasts funds needed for capital improvements, staffing, equipment, materials and supplies.
  • Performs difficult and complex tasks related to construction plans, building inspections, and code interpretations; provides direction, instruction and technical assistance to staff.
  • Oversees the efficiency and effectiveness of procedures and service delivery methods; analyzes workload and progress reports of building inspections, plan checks and permit services.
  • Oversees the negotiation and administration of consultant and professional service contracts; monitors contractor performance, deliverables, and compliance with contract terms; ensures services support departmental operations.
  • Manages the evaluation, implementation, and deployment of technology such as plan review system upgrades, data collection, and the permitting system.
  • Makes code interpretations, responds to complex inquiries, and provides information to architects, engineers, contractors, building designers, owners, and the public regarding plan review, policy, permit issuance and other code-related matters.
  • Explains, interprets, and provides guidance regarding applicable codes, regulations, handouts, and related materials.
  • Monitors and evaluates current trends in municipal building and safety; assesses the impact on division operations; recommends and implements policy and procedural improvements.
  • Represents the Building Department to other City departments, elected officials, and outside agencies; attends a variety of job-related boards, seminars, professional group meetings, commissions and committee meetings.
  • Prepares and delivers clear, concise, and accurate agenda items, building updates, and presentations to City Council, Commissions, and stakeholders, ensuring alignment with City policies and priorities and stakeholder needs.
  • Acts as Building Official in their absence.
  • Job responsibilities may require travel.
  • Performs other related duties as assigned.

Education

Equivalent to a bachelor's degree from an accredited college or university in civil engineering, architecture, public administration, or a closely related field. Additional qualifying experience may be substituted for education on a year-for-year basis.

Experience

Five (5) years of increasingly responsible experience in building inspection, plan checking, permit issuance and processing, preferably in a public agency, including three (3) years of directly related supervisory/managerial experience.


Desirable

Valid State of California Civil Engineer License. Public agency experience.


Licenses

Valid Class C California driver’s license and acceptable driving record at time of appointment and throughout employment.


Certifications

  • Possession of a valid Commercial Building Inspector certificate issued by the International Code Council (ICC). *

  • Possession of a valid Residential Building Inspector certificate issued by the International Code Council (ICC). *

  • Possession of a valid Certified Building Plans Examiner certificate issued by the International Code Council (ICC).

  • Possession of a valid Certified Building Official certificate issued by the International Code Council (ICC).


* Legacy Building Inspector issued by the Uniform Building Code (UBC) may be accepted as equivalent to the Commercial and Residential Building Inspector certificate issued by the Internal Code Council (ICC).
