Senior Combination Building Inspector - $9,113.87 - $11,077.74 monthly

This unique classification offers the successful candidate the ability to promote from Building Inspector to Combination Building Inspector or Senior Combination Building Inspector without a competitive recruitment, upon recommendation of the Department Head after a performance evaluation review, in addition to meeting the minimum qualifications and demonstrating the knowledge, skills, and abilities.

The successful candidate will be hired as a Building Inspector, Combination Building Inspector or Senior Combination Building Inspector depending on the candidate's qualifications and needs of the department. Incumbents will have the opportunity to promote to the Combination or Senior Combination Building Inspector classifications upon the department's recommendation and meeting all requirements.

This classification plays a pivotal role in the daily operation of the Building Department's field inspection activities. The ideal candidate for this classification will have the ability to provide excellent service to our community through teamwork, solid communication, and responsiveness. Additionally, the ideal candidate will be a strong resource to our community, developers, and internal staff. Even more, the successful candidate will embody the Department's mission and vision as well as the qualities of a "Five Tool Player"- Leader, Thinker, Communicator, Operator and Public Servant - and the principles of the City's Customer Service Philosophy– Empathy, Respect, and Problem Solving.

The Following Procedures Will Apply:

  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.
  • The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates on the Eligibility List.
  • The City of Ontario reserves the right, if necessary, to accept only the first one hundred (100) applications from applicants that meet the qualification guidelines below.
  • Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of the City will be invited to participate further in the selection process.

Examples Of Essential Functions

The following essential functions are typically performed by the Building Inspector classification:

  • Reviews and conducts field inspections on various phases of residential and commercial building activity and ensures compliance with city and state building codes and ordinances.
  • Inspects, detects, and locates inadequate and deficient work and materials, determines stage of construction, alteration or repair, records information and informs permit applicant and appropriate staff of findings.
  • Receives and responds to complaints or questions, interprets, and explains building codes and ordinances to builders, contractors, homeowners, and interested parties and provides recommendations.
  • Re-examines and re-inspects completed installation of work and use of proper materials when construction, alterations, repairs or required corrections are made.
  • Communicates and confers with various agencies and departmental staff, verifies and confirms field sites have obtained building plan, specification and construction approval and possession of appropriate permits.
  • Analyzes, reviews, and checks plans in the field, advises contractors and makes recommendations, and assists with code enforcement duties as necessary.
  • Prepares and maintains inspection records and related documentation, notes violations and recommends corrective action; enters data into computer and informs supervisor of findings.
  • Complies and researches building and code documentation and relates technical information and assists supervision with various special projects and assignments necessary.
  • Performs related duties as assigned.

In addition to the essential functions above, the Combination Building Inspector typically performs the following essential functions:

  • Reviews, examines, approves, and conducts field inspection on various phases of residential, commercial, and industrial building activity and ensures compliance with city and state building codes and ordinances.
  • Reviews and examines plans; assists with code compliance problems.
  • Performs inspections and examines facilities, pipelines, conduits, and appurtenances ensuring compliance with California Electrical, Plumbing and Mechanical Codes and California Title 24 Energy and Accessibility Standards.
  • Interfaces and meets with various agency representatives, including public safety, code enforcement, Health Department and Human Society, and assists with providing technical information as necessary.

In addition to the essential functions above, the Senior Combination Building Inspector typically performs the following essential functions:

  • Reviews, examines, approves, and conducts field inspections of residential, commercial, and industrial building plans and determines and ensures compliance with city and state codes and ordinances including: California Building, Plumbing, Mechanical, and Electrical Codes and California Title 24 Energy and Accessibility Standards.
  • Analyzes and reviews structural engineering designs and verifies and checks calculations on submitted plans to make appropriate plan check processing.
  • Evaluates, reviews, and logs reports and related documentation and information, including engineering reports, soil analysis report, and other related test reports from various agencies.
  • Identifies and describes inadequacies and deficiencies with submitted plans, makes corrections and recommendations, records other departmental comments and notifies applicant.
  • Receives and responds to building code, ordinance or plan check inquires or questions and provides advice and recommendations by public telephone or counter customer service within a timely manner.
  • Observes and detects inappropriate plan designs or probable construction problems and informs and explains related information to building inspectors as necessary.
  • Prepares and maintains correspondence and various technical reports by updating computer permits and plan check tracking systems and utilizing applicable word processing and spreadsheet software.
  • Communicates and confers with various agencies including, architects, engineers, contractors, and in-house professional departmental staff to resolve issues and problems with proposed project designs and plans.
  • Verifies and completes plan check approval process of construction plans and issues permits as notified and finalized.
  • Complies and researches technical information and provides code interpretation and recommendations to assist supervisor with various special projects and assignments as necessary.
  • Assists in the training of and provides daily technical assistance to Building Inspectors and Combination Building Inspectors.
  • May act as a supervisor in the absence of the Supervising Building Inspector.

Qualification Guidelines

Building Inspector

Education

High School diploma or recognized equivalent.

Experience

Three (3) years of construction management experience as a Construction Superintendent, Construction Manager or a comparable position; or one (1) year of experience conducting building inspections as a certified Building Inspector.

Desirable

Previous experience working for a public agency, and certified International Code Council (ICC) Residential Building Inspector or International Code Council (ICC) Commercial Building Inspector.

Licenses

Valid Class C California driver’s license and acceptable driving record at time of appointment and throughout employment.

Certification

As a Condition Of Continued Employment, Employees In This Classification Must Obtain One Of The Following Certifications Prior To The End Of Their One Year Probationary Period:

  • International Code Council (ICC) Residential Building Inspector
  • International Code Council (ICC) Commercial Building Inspector

Advancement

A Building Inspector may be considered for advancement to Combination Building Inspector upon meeting the qualification guidelines, completing all training requirements, receiving satisfactory performance evaluations, and recommendation from management.

Combination Building Inspector

Education

High School diploma or recognized equivalent.

Experience

Three (3) years of experience in building inspections, including experience with code and permit procedures.

Desirable

Previous experience working for a public agency. Course work or experience in building, plumbing, mechanical, and electrical construction. State Building, Plumbing, Mechanical, and Electrical Codes and contractors license laws, Title 24 Energy and Accessibility Standards.

Licenses

Valid Class C CA driver's license and an acceptable driving record at time of appointment and throughout employment in this classification.

Certification

Possession Of The Following Valid Certifications:

  • International Code Council (ICC) Residential Building Inspector
  • International Code Council (ICC) Commercial Building Inspector

Valid Class C CA driver's license and an acceptable driving record at time of appointment and throughout employment in this classification.

Certification

Possession Of The Following Valid Certifications:

  • International Code Council (ICC) Residential Building Inspector
  • International Code Council (ICC) Commercial Building Inspector

Possession of four of the following valid International Code Council (ICC) certifications is required:

  • Residential Electrical Inspector
  • Residential Mechanical Inspector
  • Residential Plumbing Inspector
  • Commercial Electrical Inspector
  • Commercial Mechanical Inspector
  • Commercial Plumbing Inspector
