Nature of Work: This is professional and administrative work investigating and resolving property, casualty, and liability claims filed against the City of Omaha. Work involves conducting settlement negotiations, determining claim payments, and identifying and minimizing the risk of liability to the City for future claims. An incumbent should demonstrate an understanding of the laws, regulations, and policies affecting tort liability and demonstrate an ability to apply this understanding to resolve liability issues. An incumbent in this position exercises considerable independence in the performance of duties and receives general guidance from a supervisor.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.

Bachelor’s degree in business, risk management, legal, or related field AND Four years of experience in claims management, insurance, or a related field.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day.

Pay Range: $80,932.80 with step increases to $114,212.80 Annually

Benefits: Forty-hour work week. Paid leave per year: twelve days vacation; five days management; fifteen days sick; and fourteen holidays. How to Apply: Completed City of Omaha employment applications must be submitted using the online application from the City website. Examination Information: The examination will consist of a training and experience form designed to assess job-related knowledge, skills, and abilities of the position. The training and experience form will be sent to qualified candidates after their application is reviewed by a recruiter and accepted to test for the position. The form must be completed and returned to the Human Resources Department by December 1, 2025 (passing score 60%). Of the candidates who pass the training and experience form, the top-scoring candidates will be invited to participate in a structured interview (passing score 60%). Final eligibility list will be an overall score with the training and experience form weighted 50% and the structured interview weighted 50%.

Veteran Points: To claim five (5) points for veteran’s preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by December 1, 2025

Required Knowledge, Skills, And Abilities

  • Knowledge of insurance adjustment practices and principles.
  • Knowledge of applicable laws, statutes, regulations, ordinances, and codes related to tort liability, and property and casualty insurance.
  • Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.
  • Skill in writing business correspondence.
  • Ability to learn and adapt to advances in computer and electronics device technology and software.
  • Ability to establish and maintain effective working relationships with fellow employees, and with members of the general public.
  • Ability to make independent decisions and judgments.
  • Ability to identify, analyze, and minimize risks and liabilities.
  • Ability to communicate effectively, orally and in writing.
  • Ability to adhere to safety policies, procedures, and guidelines.
  • Ability to sit continuously, stand and walk frequently, and reach, bend, stoop, push, and pull occasionally.
  • Ability to move objects weighing up to ten (10) pounds occasionally.

Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.   • Investigates claims, including inspecting and documenting property damage and accident sites, and interviewing claimants, their attorneys, and City personnel as necessary.
  • Works with City legal counsel as necessary to adjust, negotiate, and settle litigated claims.
  • Processes a high volume of claims filed against the City from initial contact of the claimant to settlement or denial.
  • Drafts correspondence and denial letters to claimants and their attorneys.
  • Serves as point of contact for claimants by responding to questions, providing claims status, and other general inquiries.
  • Review medical reports, correspond with medical providers, calculate the value of injury claims, and negotiate settlements.
  • Analyzes claims data and investigative reports from City departments.
  • Monitors the cost of insurance, accidents, and claims settlements, and develops cost containment programs and consults with department leadership to coordinate loss control efforts.
  • Identifies, mitigates, and resolves risks and liabilities for the City.
  • Assists with developing the Law department annual budget by analyzing past claims to project future claims expenses.
  • Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
  • Performs other related duties as assigned or as the situation dictates within the scope of this classification.
