What are the responsibilities and job description for the Water Meter Reader position at City of Odessa?

Department: Billing & Collection Reports to: Utility Field Supervisor

Summary: Under basic supervision, reads and records water usage rate and verifies meter functions.

Essential Functions: -- Essential duties and responsibilities may include, but are not limited to, the following:

  • Reads residential and commercial water meters on an assigned route; records water consumption data using a hand-held field computer; verifies that meters are registering properly, and checks meter readings.
  • Reports outages, leaks, hazards, and unusual or suspicious meter conditions to a supervisor; disconnects meters as directed; performs minor repairs within scope of authority and training.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines:

  • High School Diploma or GED

Knowledge of:

  • City geography, traffic patterns, streets, landmarks, and building locations
  • Safe work practices, occupational hazards, and safety precautions.


Skill in:

  • Operating and maintaining tools and equipment in a safe and effective manner.
  • Following and maintaining safety standards.
  • Closely following verbal and written instructions and procedures.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Driver's License

Physical demands and working environment: Work is performed outdoors, in varying weather conditions; constant physical effort is required to walk assigned routes. While performing the duties of this job, the employee is regularly required to move; use hands to operate equipment, handle or feel; reach with hands and arms and talk or hear. The employee is frequently required to stand, walk, and sit. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus.
