Performs professional, technical, administrative, and supervisory work of a responsible nature involving all phases of urban planning and the promotion and implementation of sound planning principles and programs. Specific responsibilities include performing supervisory, administrative, systems development and development review work related to the administration of codes, regulations, ordinances, standards pertaining to development of the City. Work is performed under administrative direction, with wide latitude for independent judgment in making technical and procedural decisions with respect to the coordination, development, and effectuation of the City’s comprehensive plan and community relations. Duties involve working with various citizen committees and boards toward the objective of promoting understanding and effectuation of project proposals and programs. Work is reviewed through conferences, reports, and evaluation of results achieved.The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. •Performs advanced, complex analysis, project management and administration work related to zoning, land development, and application process with regards to standard operating procedures and the City’s current permitting software.
•Participates in the Planning Division’s handling of application materials.
•Drafts legal advertisements and notice postings for zoning matters.
•Reviews and take action on applications for zonings, site plans, traffic impact studies and future land use items.
•Assists with the facilitation of the Planning and Zoning Commission and the Development Review Committee, assist with the preparation of their agendas and ensures completion of minutes.
•Reviews all existing department processes and makes enhancement or new processes as appropriate.
•Research and benchmark and make recommendations for updates to City ordinances on land use.
•Assists in the coordination of Capital Improvements Element, and City’s Five -Year Capital Improvement Program.
•Review and prepare recommendations on land development permits including planned developments, subdivisions, re-zoning, commercial site plans, traffic studies, conservation areas, lots splits and variances.
•Prepares and/or directs the preparation of oral and written presentations to the Planning and Zoning Commission and City Commission.
•Helps to ensure the effective administration of the division, including compliance with City regulations and procedures and grant and contract administration.
•Supervises the receipt and review of petitions for annexation promptly.
•Acts as an advisor to other departments and agencies.
•Assists the Director with developing and implementing City regulations and ordinances including, but not limited to, zoning, subdivisions, conservation, environment, transportation, etc.
•Attends training, seminars and conferences, and consults research to stay abreast of legislation and trends.
 •Coordinates zoning verification letters and certification; reviews zoning files.
•Interprets ordinances related to zoning and development.
•Assists with the City Comprehensive plan updates as assigned.
•Assists in the responsibility for division personnel matters including training and professional development, and related activities.
•Answers inquiries and requests from the general public and business community, through friendly, professional customer service skills, ascertaining the needs of the customer and providing appropriate assistance and information.
•Generates and drafts various reports and informative materials, e.g., management reports, agenda memos, special project reports.
•Attends evening meetings and occasional weekend events.
•Performs related duties as directed when such duties are a logical and appropriate assignment to the position.


Bachelors or Master’s Degree in Urban & Regional Planning, Civil Engineering, Landscape Architecture or related field; supplemented by five (5) to six (6) years of experience in the field of public planning or other local government experience, two (2) of which shall have been in a supervisory or leadership capacity; or an equivalent combination of education, training, and experience. Membership or eligibility for membership in the American Institute of Certified Planners (AICP).Thorough knowledge of principles and practices as applied to the collection of planning data and preparing current and long-range planning reports and studies.
Thorough knowledge of local, state, and federal regulations pertaining to city and county planning issues, regulations, grants and programs.
Knowledge of statistics, graphics, and advanced research methods employed in assimilating, compiling, evaluating, and presenting information and recommendations.
Knowledge of local government operations with particular reference to city administration, public/private finance and economics.
Abilitytoconceive,plan,anddirectcomplexandin-depthresearchandplanningprojects.
Ability to analyze and interpret complex data, present information, ideas, and recommendations clearly and succinctly in written or oral form.
Ability to establish and maintain an effective working relationship with agencies, groups, and individuals associated with planning issues.
Ability to communicate effectively in written and oral form, and make presentations to large and small groups.
Ability to manage and oversee the activities of professional and para-professional staff engaged in carrying out responsibilities of the division.
