Position Description

Performs specialized technical and professional work to support the City’s Geographic Information System (GIS). Provides GIS administration, queries, data summaries, maps, and data maintenance for planning and other City functions. Position performs research related to the development and maintenance of the City’s GIS. Work is performed under general supervision of the City Engineer and performance is reviewed while in progress and upon completion through direct observation, discussion, and review of data output to ensure accuracy, conformance to established procedures, and achievement of desired results.

Job Duties

  • Consults with staff members to assess their GIS needs and identify potential uses of GIS that may be based on unique circumstances.
  • Collaboration with GIS Analysts within other City departments on special projects
  • Assist in developing specifications for and implementing GIS software for the Stormwater division.
  • Assist in designing and developing specifications for GIS database, ensuring GIS data satisfies City needs and that the integrity of the data is maintained.
  • Assist in evaluating and acquiring hardware and software from vendors.
  • Troubleshoots GIS hardware and software.
  • Assist in developing and maintaining GIS documentation, including inventories and metadata.
  • Acquires, creates, and maintains GIS data; creates map compositions.
  • Disseminates GIS data to City consultants, other government agencies and the general public.
  • Assists in the development of GIS data distribution policy.
  • Analyzes GIS data; performs queries, summarizes statistics and produces data reports to support City projects.
  • Maintains and develops professional skills through self-study, continuing education and industry conferences and workshops.
  • May assist outside consultants performing GIS mapping or analysis projects.
  • Acquires cost quotations for map printing and other tasks and selects vendors when needed.
  • Networks with other municipalities to create arrangements to acquire and share GIS data and to purchase GIS data while sharing costs.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Qualifications

Bachelor’s Degree in Geography, Urban and Regional Planning, Geographic Information Systems, Computer Science or Engineering; supplemented by three (3) to four (4) years experience working with GIS hardware and software utilizing topographic maps and relational databases; or an equivalent combination of education, training.

Supplemental Information

Considerable knowledge of current GIS hardware and software applications.

Some knowledge of AutoCAD computer-aided drafting & design software.

Knowledge of ArcGIS, ArcSDE, and other Esri GIS software with considerable ability to use this software to produce maps, conduct analyses, and generate reports.

Ability to organize relational database information and compile maps and other related charts and graphs depicting and displaying topographic and other characteristics
of the natural and built environments.

Ability to identify operational inefficiencies and develop strategies and tools for mitigating them.

Ability to communicate effectively, both verbally and in writing.

Ability to research, troubleshoot, and analyze computer systems.

Skill in the specification, development, installation, maintenance, and operation of web-based services.

Ability to establish and maintain effective working relationships within the department, other City departments, and external contacts.
