Introduction
The City of Oceanside is accepting applications for a part-time Hourly Librarian position at Oceanside READS Learning Center, as part of the Library’s Literacy program. This is a 19 hour per week, provisional position, that is grant-funded annually by California Library Literacy Services funds appropriated by the City of Oceanside for the Literacy program, historically on an ongoing basis. This position is supervised by the Senior Librarian for Literacy Services.
The Hourly Librarian will present or coordinate programs and trainings for adult learners and families, including educational programs, classes, outreach, and special events; onboard and train new volunteers; serve as part of the team working on programs and instructional services for adult and family literacy, including English language learners; assist Adult literacy learners, students, volunteer tutors, and community members of all ages and backgrounds with assessments, intakes, or questions, in person or via email, phone or text; deal tactfully and effectively with people of all ages and diverse backgrounds; answer questions and provide customer service; advise customers in use of library materials and searches for information; enforce library policies; help promote and evaluate library services; greet and guide customers; operate, learn and teach use of equipment and technologies as needed; develop new relationships with other community organizations by participating in community partner initiatives; work with all ages in an educational capacity - adults and children, and perform related duties as required. May be in charge of library site operations for defined periods. Bilingual (English/Spanish) is highly desirable.
THIS IS AN HOURLY, EXTRA-HELP POSITION AND DOES NOT INCLUDE MEDICAL BENEFITS AND WILL NOT EXCEED 999 HOURS IN A FISCAL YEAR.

Minimum Qualifications
Knowledge of:
- Professional principles, methods, materials, and practices utilized in public libraries.
- Basic reference and other information-acquisition methods.
- Resources appropriate to public information needs.
- Basic Internet and social media usage, structure, content creation and management, and communication skills.
- Basic understanding of business application suites, audiovisual applications, database management, circulation systems, online catalogs, reference databases, and search strategies.
- Windows-based computers and office equipment, at an experienced level.
- Literature for children, teens or adults.
- Library programming.
- Basic collection development principles and strategies, as well as tools for selection.
- Basic cataloging and classification systems.
- English usage, spelling, grammar, and punctuation.
Ability to:
- Provide customer service.
- Work independently and efficiently to carry out assignments.
- Quickly learn new technologies as needed.
- Perform the full range of professional and technical library tasks.
- Operate and troubleshoot a variety of office and technical equipment.
- Act as lead worker for a shift as needed and handle operational challenges.

Experience and Training
Graduate library science coursework or a Master’s degree in Library Science or Information Science from an accredited college or university is highly desirable.

License/Certificate: Possession of, or the ability to obtain and maintain, a valid California driver’s license.
Special Conditions: This position requires variable working hours and the availability to work Saturdays and Sundays and evenings at any location where library services may be provided, including mobile libraries or outdoors.
Working Conditions and Selection Process
Physical Conditions: Essential functions may require: maintaining physical condition necessary for sitting or standing for prolonged periods of time, walking, climbing (including stepstools, stairs without handrails, and ladders), bending and twisting; exercising full range of motion of the arms, hands, wrists and fingers; repeated pulling, grasping, carrying and pushing onto shelves of books and other items; pushing/pulling of book carts loaded with materials, lifting (up to 30 lbs.), stooping crouching, kneeling and stretching; speaking and hearing to exchange information; visual acuity to read and interpret information; headset or ear bud use for internal radio communications; and operating a vehicle.
Selection Process: All properly completed applications (which include the supplemental questionnaire and required supporting documents) will be reviewed and references checked. The most appropriately qualified individuals may be invited to an oral interview to assess job-related qualifications. Applications will be kept on file for three months.
