DWES is hiring a Contract Compliance Officer. The Contract Compliance Officer implements the City's Contracting Equity program by conducting outreach to local businesses interested in becoming City contractors, reviewing applications to certify local and small local businesses, and enforcing local business participation requirements on City contracts. They also ensure compliance with City Contractor Labor Standards, including local hiring and prevailing wage laws.

What you will typically be responsible for: 

  • Assessing the contractor's compliance with the City of Oakland's local employment program and local hiring laws
  • Monitoring City's construction projects in LCPTracker, our certified payroll reporting system and ensuring payroll and other items, are uploaded by contractors on a regular basis
  • Monitoring living and prevailing wage on contracts
  • Attending pre-bid conferences, post-award meetings, new contractor orientations and other gatherings of businesses and City partners to explain compliance standards with the City of Oakland's local hire laws
  • Performing site visits and compliance work related to the City’s small and local business certification program.
  • Conducting compliance workshops and providing technical assistance to business owners, workers, and community partners located in the City of Oakland.
  • Contributing to monthly and quarterly reports by pulling regular data and submitting it for review.
  • Conducting outreach and community engagement related to City contracting and local job opportunities.

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable:

Education:  

A bachelor's degree from an accredited university or college in engineering, public administration, business administration, personnel, or a related field.

Experience: 

Three (3) years of progressively responsible experience in contract compliance, social equity/justice program administration, personnel, or a related field, performing work such as enforcement involving equal opportunity and nondiscrimination, community and stakeholder engagement activities, and research and analysis. Experience may have involved non-profit agencies, the business community, contractors and vendors, or the public.

License or Certificate/Other Requirements:

Possession of a valid California Driver's License. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License throughout the tenure of employment.

This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902f.   All applications received will be forwarded to DWES for further consideration.

Exempt Limited Duration Employee (ELDE): This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

  • Health: The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans 
  • Dental: Delta Dental full premium for employees and eligible dependents 
  • Vision: VSP full premium for employees and eligible dependents 
  • Sick leave: Employees accrue 12 days per year
  • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
  • Other benefits include a Flexible Spending Account, Wellness Program, Employee Assistance Program, Tuition Reimbursement, Life Insurance up to $200k & Employee Training.

Disaster Service Workers
