NATURE OF WORK:
The Administrative Technician (Public Works) position provides high-level administrative and technical support to multiple Public Works divisions including the Public Works Director. This position performs a wide range of office, data, and operational coordination tasks that require accuracy, initiative, and the ability to manage complex workflows across diverse service areas.
This position strong organizational skills, independent judgement, and the ability to prioritize competing deadlines in alignment with established policies and practices. The position produces high-quality, detail-oriented work products completed in a timely and efficient manner. It requires a high level of customer service skills with frequent interactions with both internal teams and the public.

Administrative Support
- Assist division supervisors and the director with day-to-day departmental administrative operations including handling complex administrative and technical tasks and processes.
- Prepare agendas, participate in staff meetings, record and distribute minutes, and maintain deadline schedules to track completion of assigned tasks.
- Coordinate execution of contracts, change orders, and contract addendums. Track contract execution, budget amounts, contract amounts, and account numbers to create reports for multiple work groups.
- Maintain spreadsheets tracking contracts, billings, and payments.
- Perform complex data analysis and generate spreadsheets and technical reports in support of departmental goals.
- Coordinate departmental training as needed.
- Research and purchase Personal Protective Equipment (PPE) in accordance with City risk management policies and CIRSA guidelines.
- Participate in professional development opportunities and training to enhance skills and bring new ideas to the department.
Document Preparation and Reporting
- Compose correspondence, reports, and other written materials.
- Collect, organize, and prepare data for departmental, state, and federal reports.
- Support formal bid solicitations for purchase of equipment or contract work, ensuring compliance with City procurement policies.
- Prepare reports related to contracts, billing, and payments received from outside agencies.
Financial, Budget, and Purchasing Support
- Provide administrative support for operating and capital budgets, including processing invoices, purchase orders, and payments.
- Run budget reports and assist with tracking expenditures to support supervisors, project managers, and other staff members.
- Support CIP budget administration, including monitoring project-related expenditures and ensuring accurate documentation for capital projects.
- Utilize the financial system to enter purchase orders and vendor payments, ensuring compliance with City purchasing policies.
- Monitor purchase orders and contract balances to support budget oversight to prevent overspending and ensure expenditures remain within approved budget limits.
- Process purchasing card transactions and maintain accurate financial records for audit and reporting purposes.
- Track contract amounts, budget allocations, and account numbers to support financial reporting for multiple workgroups.
Right-of-Way (ROW) Program
- Demonstrate understanding of right-of-way permitting process, including basics of right-of-way activities and permitting requirements.
- Clearly answer questions from the public regarding right-of-way permitting and schedule inspections in coordination with the ROW Inspector.
- Issue ROW permits under the direction of the Engineering Manager. Specifically ensuring appropriate bonds and certificates of insurance are included and that the appropriate approval process has been followed. Ensure documentation is distributed to all appropriate staff members.
- Register and license contractors performing work in the City.
- Assess and process ROW permit fees.
- Assess and process water and sewer tap fees at the direction of the Engineering Manager. Coordinate water and sewer tap fee payments with the collection/distribution team and inspector to ensure appropriate meter set completion.
Customer Service
Support both internal work groups and the public by addressing questions and concerns with active listening, clear communication, and a solutions-oriented approach, while maintaining professionalism and appropriate boundaries.
Education And Experience
Graduation from a standard high school, preferably supplemented by college-level course work in business; and five years of progressively responsible administrative and technical experience which provides the following knowledges, abilities and skills:
- Thorough knowledge of office procedures and practices.
- Knowledge of business math and basic accounting.
- Ability to perform varied and complex office and technical work which includes administrative and supervisory responsibilities.
- Ability to follow complex verbal and written instructions.
- Ability to analyze, prepare and maintain complex reports and records.

- Ability to establish effective working relationships with employees, citizens, various public and

Necessary Special Requirements
Typing: 40-60 wpm.
