Seasonal Public Works/ Streets/ Parks Maintenance - $18.00 Hourly

The City of North St. Paul is accepting multiple applications for seasonal positions in the Public Works Department with a focus in either streets or park maintenance. General Duties for this position include but are not limited to assisting permanent staff in the maintenance of city streets, trees, parks, buildings, recreational facilities, lawns, landscaping, and the Downtown Area. 40 hours per week.

Position Summary
Assist full-time staff with performing maintenance duties related to City streets, trees and landscaping, parks and natural areas, buildings, recreational facilities and Central Business District.


Introduction
  • Develops and maintains a thorough working knowledge of all Department policies and procedures in order to help facilitate compliance with such policies and procedures.
  • Exhibits respectful and cooperative relationships with co-workers, City management, City Council, general public and City consultants and contractors in an effort to help establish, maintain and enhance North St. Paul’s reputation as a well-managed City.

Essential Areas of Responsibility
  • Performs manual labor and heavy lifting under all weather conditions.
  • Assists with general maintenance of the following:
o streets, sidewalks and trails, including patching, seal-coating, sanding and sweeping, repairing and replacing curbing, and painting curbing, crosswalks and parking stalls
o parks and City-owned properties, including mowing, trimming, landscaping, planting and watering of trees and plants, fertilizing, and emptying waste and recycling containers
o downtown area, including removing of debris from sidewalks and streets, repairing benches and planters, emptying trash, and landscaping
o athletic fields, courts and playground structures, including replacing broken parts, installing new equipment; mowing, grading and chalking ballfields
o facilities, including City Hall, Public Works garage, Community Center and park shelters
  • Supports full-time staff with the televising and cleaning of sanitary sewer mains and other general utility maintenance.
  • Installs, repairs and replaces street signs.
  • Transports assigned vehicles, equipment and/or materials to various job sites, as needed.
  • Wears required uniforms and personal protective equipment as assigned and directed.
  • Assists City Forester with tree trimming, including the operation of related equipment, as directed, to aid in completion of work, and rakes, chips and loads branches, leaves and other debris into trucks for hauling.
  • Performs tree maintenance functions including filling cavities, spraying and painting trees for the control of insects and diseases.
  • Performs other duties as assigned or apparent.

Minimum Qualification:

Minimum requirements include high school diploma or equivalent, valid drivers license and must be 18 years of age of older.

Desired Qualification:

Experience in landscaping, tree trimming, equipment operation, and general public works related skills is desired.

  • Skill to handle a variety of customer service situations and communicate with a variety of individuals.
  • Ability to understand and follow oral or written instructions.
  • Ability to establish and maintain effective working relations with other employees and the public.
  • Ability to work independently and plan, organize and prioritize work tasks.
  • Ability to exercise independent judgment to apply facts and principals for developing approaches and techniques to problem resolution.
  • Ability to operate equipment as directed in an efficient and safe manner.
  • Ability to communicate ideas, explanations and recommendations clearly orally and in writing.
Safety

While performing duties of this job, the employee regularly works outside in all weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to fumes or airborne particles and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to toxic or caustic chemicals and risk of electrical shock.
The noise level in the work environment is often loud.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel objects, tools, or controls; and stand; and walk. The employee frequently required to talk or hear. The employee is occasionally required to climb or balance; and stoop, kneel, crouch, or crawl.
The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and depth perception.


Schedule
The work week will consist of 20 to 40 hours of work, and may include occasional evening and weekend work as determined by the Public Works Supervisor or as required by the job. Position is seasonal and may end at any time at the discretion of the City. The position is non-benefits eligible.


Language Skills
Ability to read and interpret detailed instructions, correspondence and procedural manuals, City policies, ordinances and contracts, state statutes. Ability to use grammar and spelling to communicate effectively orally, and in writing, to the City staff, City Council and general public.


Mathematic Skills
Ability to make arithmetic computations using whole numbers, fractions and decimals. Ability to compute rates, ratios and percentages.


Reasoning Ability
Ability to solve and deal with practical problems. Ability to interpret a variety of instructions in written, oral or other forms.
