General Statement of Job

Under limited supervision provides responsible management of assigned functional areas. Plans, coordinates and assists in the management and oversight of human resources programs and activities. Performs advanced professional HR work within the City’s HR department by contributing recommendations for the design, delivery and maintenance of HR programs. Performs analysis, generates comprehensive reports and provides recommendations for changes in HR policies, guidelines, and procedures in assigned HR functions. Applies federal and state laws, and City policies and procedures. Handles customer service issue resolution. Prepares employee transactions for processing. Frequent contact with employees and management to facilitate resolution of issues.

Main functional areas of responsibility to include: FMLA/Leaves, Compensation, Performance Management, and other functions as assigned.

Minimum Training And Experience

Education: Bachelor’s degree in human resources administration, business administration, or closely related fieldExperience: Six (6) years of professional level Human Resources experienceCertifications:

  • HR Professional Certification (senior level SHRM, IPMA, and/or HRCI)

  • The City retains the right to determine equivalencies.
  • Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.

Physical Requirements

Must be physically able to operate small office or hand tools and a variety of automated office machines which includes a typewriter, computer, calculator, copier, fax machine, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of ten to twenty pounds.

Essential Job Functions

Performs assigned HR functions and assists in overseeing the administration of assigned functions.

Handles records, files, and data in a secure, orderly and appropriately confidential manner.

Provides assistance on assigned HR functions and related issues. Acts as internal consultant for Human Resources Director by analyzing, developing and recommending improvements for HR plans, policies/guidelines and procedures and offers solutions to HR issues.

Responds to studies and identifies best practices and trends in assigned HR functions and recommends implementation to Human Resources Director. Annually surveys and reviews applicable markets and makes recommendations to maintain competitiveness with market and best practice trends

Monitors the effectiveness of existing HR policies, guidelines, and processes and recommends changes when necessary, more cost efficient, or consistent with best practices.

Monitors process to ensure job functions are kept accessible, current, accurate, and in compliance with applicable federal and state regulations

Monitors compliance with applicable laws, rules and regulations and City policies and guidelines and promptly notifies Human Resources Director of any issues.

Assists in ensuring the department and City’s compliance with all applicable laws, regulations, policies, guidelines; reviews and applies changes in state and federal laws, and reports necessary or suggested changes to Human Resources Director.

Assists with major projects/enhancements and coordinates efforts with other HR and City employees to ensure proper development, communications, and implementation.

Provides support on program design, analysis, budgeting, and implementing organization-wide projects as necessary or requested.

Identifies HR training opportunities, develops and conducts HR related training as needed.

Proactively conducts quality control checks, audits, reports, and process improvement analysis to streamline processes to comply with City policy and regulation.

Designs, models, proposes, and implements (once approved) HR strategies that support City objectives.

Provides support and advice to departments in respect to general and individual HR-related issues in support of a consistent, competitive, equitable, and efficient HR program

Attends department and City meetings as necessary and required.

Requires advanced human resources knowledge and consistent exercise of discretion and judgement.

Attends authorized training, meetings, seminars and/or workshops to enhance job knowledge and skills.

Keeps informed of new trends, developments, laws and regulations related to areas of responsibility.

Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, compiling data for reports, copying and filing documents, entering and retrieving computer data, answering the telephone, ordering supplies, etc.

Receives and responds to employee/public inquiries, concerns and complaints regarding functional areas.

Assists with preparation of budget for areas of responsibility.

Assists with counseling employees regarding assigned HR functional areas.

Refers to City Personnel Manual, Finance Procedures, Safety Manuals, policies and procedures, codes, laws, regulations, publications and reference texts, etc as applicable.

Punctual, regular, and reliable attendance is an essential responsibility of each employee at the City of North Myrtle Beach.

Additional Job Functions

Performs other related duties as required.

All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).

The City of North Myrtle Beach (CNMB) provides an EHC for full-time employees and eligible dependents on the city’s health insurance plan. The EHC provides sick visits, primary care, onsite Rx, and annual physicals with no copays.

The CNMB maintains a Wellness Incentive Plan (WIP) for full-time employees and spouses on the city’s health insurance plan. The WIP is designed to help reduce health risk among employees and promote a healthy workplace.

General Employees* are enrolled in a 401(a) account upon hire. The account is funded by contributions made by the employee and the City.

  • City contributes 8% of employee’s salary & employee contributes a mandatory 2%
  • Vesting: 5 years of service

Supplemental Retirement

457 Plan

Benefits

Designed for full-time employees to save and invest money with tax benefits. Contributions are made to an account based on the amount the employee chooses to allocate. Key features of the plan include:

  • Flexible withdrawal upon separation from employment
  • Withdrawals after age 59 1/2 or due to a qualified unforeseeable emergency
  • For general employees*, the City will match contributions up to 6% of salary after 2 years of full-time employment.

Roth IRA

  • Available for employees to complement other retirement plans by allowing for tax-free earnings and, if needed, flexible withdrawals.
  • General Employees are all City of NMB employees that are not eligible for PEBA.

Life Insurance

Basic Term Life/AD&D

  • Policy of $10,000 paid for by the City

Voluntary Term Life

  • Coverage up to $200,000 not to exceed 5 times annual base salary
  • Can also be purchased for spouse and/or children

General Employee*—Additional Term Life

  • Mandatory coverage
  • Employee benefit—1x annual salary
  • Coverage can be purchased for spouse or children $10,000/$5,000
