Education and Experience: High school diploma or equivalent. Utility locating training/certification preferred. Utility construction and/or electrical technology background or training preferred. Will train person who has the ability, aptitude, and desire to learn the profession.
Licenses and Certifications: Valid Oklahoma Driver's License and satisfactory motor vehicle record. Ability to obtain CDL Class B driver’s license within one year of employment. Ability to obtain a Traffic Control Supervisor Certificate within one year of employment. Ability to obtain Certified Utilities Locator Certificate within one year of employment.
Knowledge: Geographic knowledge of Norman. Knowledge of relevant traffic laws and regulations. Thorough knowledge of utility locating equipment preferred. Personal computer (PC) and use of electronic locating devices is desirable. Records management.
Skills: Must have solid verbal and written communication skills and the ability to work professionally in a diverse and stressful environment. Record keeping, daily reports, and data collection related to assigned duties. Ability to make logical decisions based on available information and procedures. Interpersonal skills necessary to be courteous of fellow employees and citizens while performing duties.
Duties and Responsibilities: Operates light to medium vehicles such as pickup trucks. Performs technical work locating and marking underground City traffic lines using maps, construction plans, GIS systems, and electronic equipment. Performs job duties adequately and properly; follows personnel and department policies and operating procedures; shows respect, tact, and courtesy in dealings with coworkers and the general public; behaves in a manner that does not obstruct or hinder other employees from completing their duties; acts in a manner that is safe and follows the City’s safety procedures at all times. Prioritizes work activities by reviewing all locate requests to determine travel route and timelines. Observes excavation of soil and measures depth, grade, to protect existing traffic lines. May perform a variety of manual labor tasks as needed for the efficient, effective completion of assigned projects. Confers with other City employees to request assistance or information concerning a project. Maintains database of franchise utility locations and Okie locations worked; reviews and performs all Okie locates for traffic line locations. Accurately and consistently wears safety gear, and operates equipment provided. Maintains inventory of locating and marking supplies, flags, paint, and batteries for electronics. The supervisor may on occasion assign other duties which are not specifically listed on this job description, provided the employee is qualified and certified/licensed to perform these additional functions.
Working Conditions: Frequent exposure of up to 80% of work time to dirt, dust, extremes of temperature, noise, and noxious fumes and odors. Exposed to hazards associated with equipment, machinery, ungraded terrain at construction sites, and moving vehicles on roadways. May be exposed to hazards of working at night associated with entering private property. On call 24 hours a day, 7 days a week for emergencies.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Ability to concentrate and pay close attention to detail. Communicate clearly and concisely, both orally and in writing, with others and establish cooperative and effective customer relations and good working relationships. Ability to lift and carry moderately heavy (25-50 lb.) and heavy (50-75 lb.) supplies, and materials. Work requires continued walking, stooping, standing, and some climbing.
Additional Information: Selected applicant must pass background investigation, physical examination, and drug screen.
