Capital Projects Engineer (Public Works)

Job Description

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

Education and Experience: Bachelor of Science degree from an accredited college or university in Civil Engineering or related field. Five years of progressively responsible related experience including two years of supervisory experience is required in order to obtain experience in solving complex work issues and problems.

Licenses and Certifications: Registration as a Professional Engineer (P.E.) in Oklahoma is required. If out of state, must be able to obtain registration as a P.E. in the State of Oklahoma within six (6) months of employment. Must possess a valid state driver’s license and satisfactory motor vehicle record.

Knowledge: Construction methods, practices, and procedures. Familiarity with federal funding through ACOG and policy and procedures of ODOT, Local Government Division is a plus. Design and construction of street and storm sewers. Administrative principles and practices, including goal setting and program budget development and implementation. Personal computers and Microsoft Word, Microsoft Excel, and PowerPoint software. Methods and techniques of research, statistical analysis and report presentation. Methods of collaboration, teambuilding, motivation, and problem solving. Resource and operational planning.

Skills: Providing designs for improvements within the costs established and responding to a wide variety of questions regarding engineering projects/work requires significant analytical abilities. Interpersonal skills necessary to maintain a variety of internal and professional and public external contacts and work cooperatively with superiors, staff and citizens. Preparing clear and concise reports, correspondence and other written materials. Communicating clearly and effectively both orally and in writing.

DUTIES AND RESPONSIBILITIES: Prepares, negotiates, and administers contracts with consulting engineers for design and construction management services and right-of-way acquisition firms; prepares requests for proposals; interviews and selects consultants; negotiates contracts. Reviews all technical documents; processes consultant pay claims and negotiates amendments; prepares applications for state and federal permits. Advertises and evaluates bids for construction contracts; prepares City Council agenda items and memorandums for Council approval and contracts; conducts periodic site inspections to ensure adherence to contract as well as local and state requirements; provides solutions to construction problems; negotiates and recommends approval of change orders and prepares necessary documents for Council approval; processes contractor pay claims. Administers street and storm drainage construction projects. Assists the City Engineer with projects not originating from the Capital Fund; follows up on citizen complaints with associated projects. Performs engineering work for right-of-way acquisition; performs ownership and title research; reviews legal descriptions and prepares agenda items; monitors right-of-way files for projects involving federal funds and ensures compliance with federal requirements. Coordinates utility relocations. Performs budgeting and report preparation functions; provides technical support during the preparation of the fiscal budget including detailed construction schedules and associated costs; prepares quarterly and monthly reports for all capital projects. The majority of work involves coordination of projects with other governmental agencies and utility enterprises including ODOT and FHWA, EPA, Corporation Commission, OSDH, County Health, Water Resources Board, FEMA, etc. Organizes and participates in public meetings to make presentations, discuss project information, and receive public participation on project development and related issues. Performs other related work as required.

WORKING CONDITIONS: Work is performed in a normal office environment with some exposure to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.

Mental and Physical Abilities: Mental and visual effort required due to sustained periods of concentration, working under pressure of deadlines, and interruptions in concentration from staff and the public requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.
