The Department of Finance provides centralized structure and support for the City of Norfolk, to include financial reporting; debt; payroll; procurement; risk management; fiscal systems support; accounts payable; collections; business process improvement; and retirement. Finance’s Retirement Division is responsible for facilitating the City’s, Virginia Retirement System’s (VRS) and the Norfolk Employees’ Retirement Systems’ (NERS) annual external audit, preparing the City’s and NERS’ Annual Comprehensive Financial Report (ACFR), and maintaining the integrity of the City’s general ledger accounting system. Through the provision of assistance and guidance, the Department of Finance is positioned to interact with just about every City department and is a great place to build a career. This position will work independently and assist with critical tasks such as preparing complex and detailed reconciliations (for example fund, bank, investment, and grant), performing high-level analyses, tracking and reporting a variety of activities, and ensuring compliance with federal, state and local requirements. It will also be heavily involved in external audits. The position will work as part of a collaborative team, support the Senior Accounting Manager and the City Controller, and communicate regularly and effectively to promote stable financial operations.

Behind the Numbers: A Day in the Life of a City Accountant
Supports the Senior Accounting Manager and the City Controller in the furtherance of the Department’s goals. 

  • Communicates effectively as to work status and progress. 
  • Prepares complex financial reports and analyses. 
  • Reconciles, reviews, and approves transactions using the City’s financial system. 
  • Prepares audit workpapers and schedules and assists with the coordination of external audits. 
  • Performs bank and/or investment reconciliations. 
  • Monitors and reconciles a portfolio of assigned City funds. 
  • Uses Excel and Word to perform job duties. 
  • Performs other duties as assigned. 
  • Works additional hours as required to meet departmental obligations and deadlines.
Bachelor’s and master’s Degree(s); work requires broad knowledge in the Accounting or Finance field. Knowledge is normally acquired through four years of college resulting in a bachelor’s degree or equivalent.

Required: 
  • Three years of experience in accounting within a local government, nonprofit organization or related industry; or an equivalent combination of education and accounting or finance experience.  
Preferred:
  • Certified Public Accountant (CPA) licensure. 

Work Schedule: 
  • Monday - Friday, 8:00 am to 5:00 pm
Signing Bonus: 
  • This position is eligible for a one-time $5,000 signing bonus.

Salary : $83,950 - $118,000
