What are the responsibilities and job description for the Rental Inspection Coordinator (Program Supervisor) position at City of Norfolk?
- Provide direct oversight for the Residential Rental Dwelling Unit Inspection Districts Program as prescribed by City Ordinance Chapter 36.1.
- Develop and maintain standard operating procedures for the execution of residential rental inspections.
- Maintain administrative records with associated documentation in the BasicGov case management system.
- Develop and use data driven reports to coordinate implementation and measure performance.
- Coordinate with Neighborhood Code Specialists to conduct and document program required inspections.
- Facilitate public education and promotion of the Rental Inspection Program.
- Facilitate partnerships with property management professionals and landlords in designated districts.
- Possess a strong understanding of the Virginia Property Maintenance Code and enforcement actions.
- Have a general understanding of the Virginia Residential Landlord Tenant Act.
- Act as the city’s subject matter expert on residential rental inspections.
- Provide leadership and management by providing direction, setting priorities, developing inspection plans and coordinating resources to accomplish program goals and initiatives.
- Issue Uniform Notice of Violations and Notices of Violations under the Virginia Property Maintenance Code.
- Develop and present reports and drafts training guides for the program.
- Perform administrative duties by preparing forms and letters, advising owners and tenants of violations and repair requirements, preparing, and maintaining inspection and related reports, ascertaining and verifying property ownership, verifying accuracy of reports, verifying the correction of violations, and explaining the requirements of housing standards and ordinances to property owners, building contractors, and other interested parties.
- Perform related work as assigned.
Required:
- Five years of experience in Virginia Property Maintenance Enforcement, Property Management or program development.
- Valid driver's license.
- Virginia Department of Housing and Community Development (DHCD) certification as a Property Maintenance and Housing Inspector.
- Experience in property management or rental inspection.
Salary : $56,900 - $60,953
