The Department of Neighborhood Services promotes the social, physical and economic resilience of Norfolk communities by engaging residents, neighborhood organizations and businesses and working with them to improve the quality of life in their neighborhoods.

The Bureau of Neighborhood Engagement focuses on:

  • Encouraging and supporting civic participation,
  • Community partnerships,
  • Accessibility to city services,
  • Developing organizational and leadership capacity within resident organizations

The Programs Manager will be responsible for providing leadership and oversight for administrative functions of the bureau.  Work involves assisting in the management and administration of Neighborhood Engagement programs, policy formulation and service delivery, supporting the coordination of training and development needs of staff, and assistance with the implementation of strategic plans.  The Programs Manager will be responsible for managing the bureau’s program areas.  Work involves the planning, implementation, operation and accountability of programs, interpreting program data and information, and coordinating personnel and program activities.  This role offers the opportunity to connect with Norfolk’s neighborhoods and collaborate with other city departments and external organizations to create strategies and initiatives that support socially resilient neighborhoods. 

Essential functions include but are not limited to:
 
  • Supervise a team of Neighborhood Development Specialists
  • Foster leadership and organizational capacity of residents, civic leagues, and other community-based organizations by coordinating ongoing Neighbors Building Neighborhoods (NBN) initiatives including the NBN Academy, NBN Summer Mixer, and other NBN activities as needed.
  • Assist the Bureau Manager with the selection, training, and supervision of new hires and existing staff to ensure consistent, uniform, and continuous delivery of services based on the City’s mission, the department’s mission, and furtherance of the bureaus’ C3 model (Consult, Communicate and Connect).
  • Create monthly, quarterly, and annual reports and metrics for the bureau’s programs.
  • Serve as the bureau’s liaison in the development of annual and ad-hoc reports, strategic plans and presentations for the Department of Neighborhood Services.
  • Maintain an NBN database to track NBN Academy courses, participants, attendance, participation hours, evaluations, and events.
  • Assist in the creation and implementation of bureau’s performance measures and monitors bureau’s programs for compliance.
  • Research best practices and other relevant information related to civic engagement, neighborhood revitalization, community development, etc.
  • Work as part of the bureau’s leadership team to coordinate staff and program activities by assisting in employee selection and evaluations, assigning special projects, setting expectations, and recommending training and staff development.
  • Assist in reviewing and monitoring Neighborhood Engagement initiatives including Block-by-Block Pride Grants, NBN Academy, and neighborhood strategic goal development for program effectiveness and efficiency.
  • Serve as one of two primary supervisors in the Bureau Manager's absence.
  • Attend weekend and evening meetings and activities as appropriate to connect with neighborhoods, advance the department’s mission, and support team members.
  • Other duties as assigned

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:
  • Three years of experience in community development, community engagement, and/or community outreach.
The preferred candidate will possess major college coursework in Public Administration, Urban Studies, Human Services, Sociology, or other related areas of study.
  • Valid Driver's License required.
  • Neighbor Works, community engagement credentialing, or equivalent certifications.
Working Hours: 
  • Monday - Friday, 8:30am to 5:00pm; some evenings and weekends are required.
