The Department of General Services, Facilities Maintenance Division is responsible for maintaining, repairing, and supporting the operational integrity of City of Norfolk facilities and public assets citywide. This includes administrative buildings, public safety facilities, recreation centers, libraries, parks structures, beach access ways, lifeguard facilities, City Hall, the Virginia Zoo, Nauticus, and major cultural and entertainment venues operated under SevenVenues. Facilities Maintenance provides skilled trade services—including carpentry, electrical, plumbing, HVAC, and general maintenance—while supporting preventive maintenance programs, emergency response, and regulatory compliance.

The Carpenter I position assigned to the Dana Street facility supports mobile, citywide deployment to perform carpentry and general maintenance work across diverse environments. This includes indoor and outdoor facilities, public right-of-way structures, coastal and beach locations, and occupied buildings. The role is essential to maintaining safe, functional, and code-compliant City assets and supporting emergency and inclement-weather response operations.

The Carpenter I performs general carpentry and maintenance work in support of City of Norfolk facilities and public infrastructure. This position responds to work orders and assists with the repair, installation, and maintenance of building components, structures, and fixtures across multiple City locations.

Work includes basic carpentry tasks such as measuring, cutting, assembling, and installing materials, as well as general maintenance activities necessary to support safe and functional facilities. The Carpenter I works under direct or general supervision and follows established procedures, safety practices, and work standards. This position supports indoor and outdoor facilities including parks, public buildings, and coastal environments, and may assist with emergency and inclement-weather response operations.


  • Performs general carpentry work including measuring, cutting, assembling, repairing, and installing building materials and components.
  • Assists in the repair and maintenance of doors, windows, flooring, ceilings, walls, cabinetry, and other structural elements.
  • Performs routine maintenance tasks such as patching, sanding, painting, and minor repairs to building finishes and fixtures.
  • Reads and follows basic work orders, sketches, and instructions to complete assigned tasks.
  • Assists with the installation and repair of outdoor structures such as benches, fencing, signage, and playground components.
  • Transports materials, tools, and equipment to and from job sites.
  • Uses hand tools and power tools safely in accordance with established procedures.
  • Maintains tools, equipment, and work areas in a clean and safe condition.
  • Assists higher-level carpenters or other trades on more complex repairs or installations.
  • Documents completed work and materials used in the work order system.
  • Follows all safety guidelines, including ladder and equipment use.
  • May assist with emergency response activities such as temporary repairs, securing structures, or cleanup support.


Work requires knowledge necessary to understand basic operational, technical, office processes, and routine operation of machinery. Level of knowledge equivalent to four years of high school or equivalency.

Required:
  • Two (2) years experience.
Preferred:
  • Experience performing carpentry work in commercial, institutional, municipal, or public-facing environments. Experience performing general maintenance tasks beyond finish carpentry. Experience working outdoors in varied weather conditions, including coastal or marine environments.
  • Vocational or technical training in carpentry, construction, or building trades.





  • Valid Driver's License required.
Work Schedule:
  • Monday through Friday, 7:00 am to 3:30 pm.

Salary : $46,794 - $53,698
