Position Summary

This is managerial work in the daily operation of all information technology (IT) activities for the City of Newton as well as being responsible for the planning and integration of IT programs at multiple locations. Under the general direction of the Assistant City Manager, the IT Manager is responsible for planning, recommending policy, oversight, guidance, and consultation in the development and operation of the City’s information system. This position plans, directs and/or coordinates activities in areas of electronic data processing, information systems, audio visual equipment, systems analysis, voice and/or data communication systems, security and disaster recovery. Consequences of error at this level could be significant and may result in the disruption in the operation of the City.


Salary Range: $89,003 to $94,411 annually

 

Essential Functions: 

  • Meet with department heads, managers, supervisors, vendors, and others to solicit cooperation and resolve problems;
  • Stays abreast of advances in technology;
  • Manages IT projects and oversees the work of staff working on the project;
  • Makes recommendations for equipment acquisition by identifying both the budgetary and technological impact on the City’s programs;
  • Develops IT resources, providing for data security and control, strategic computing, and disaster recovery;
  • Directs daily operations of the IT division, analyzing workflow, establishing priorities, developing standards and setting deadlines;
  • Evaluates the city’s technology use and needs and recommends improvements, such as hardware and software needs;
  • Manages backup, security and user help systems;
  • Oversees wired and wireless telephones and one-way paging devices used by City Departments and Divisions;
  • Manages and participates in the development, operation, and maintenance of the City’s computer network, including all hardware, operating systems, systems software, installation and maintenance;
  • Develops plans for information technology needs and issues for the city;
  • Oversees the transition to online payment systems;
  • Proposes and manages the budget for information technology needs for the city;
  • Researches, reviews, recommends, and develops requests for hardware, software, and computer supply purchases;
  • Recommends, coordinates, and assists with scheduling in-house and off-premise computer training;
  • Maintains documentation of the network system;
  • Advises and solves hardware and software issues of the users; 

 

Marginal Functions: 

  • Attend meetings; 
  • Perform other duties as assigned. 

 

Position Requirements: 

Experience:  Five to 10 years of increasingly responsible experience, or equivalent combination of education and experience. 


Education: Bachelor’s degree in Computer Science, Management Information Systems, or related field.

 

Skills: Knowledge of industry-accepted computer standards, procedures, and related equipment is required. This employee must be able to operate computer-related equipment. Ability to communicate clearly and effectively, both orally and in writing is essential.

 

Problem Solving: Independent problem-solving is involved in this position. 

 

Decision Making: Independent decision-making is involved in this position. This employee makes decisions about prioritizing daily assignments and performing daily duties in the most efficient manner. 

 

Accountability: This employee is responsible for City equipment. Employee does have limited authority to purchase necessary supplies within established guidelines. 


Personal Relations: Daily contact with other City employees and vendors is expected. 

 

Supervisory Responsibilities: This employee supervises employees within the IT division.

 

Working Conditions: Few adverse working conditions exist within this position. Working in an office setting with computers is the primary aspect of this position. 

 

Physical Requirements: The Information Technology Manager’s physical job demands include occasional maximum lift of 40 lbs from floor to waist; occasional maximum lift of 40 lbs from waist to overhead; occasional maximum carry of 40 lbs, 20 feet; occasional maximum horizontal push/pull of 15 lbs force; occasional maximum grip force of 20 lbs; occasional climb; occasional forward reach; occasional overhead reach; occasional crouch/bend; occasional crouch/kneel; occasional neck flexion, occasional neck extension; continuous hand coordination; frequent sit; frequent stand; and frequent walk.
