**GENERAL STATEMENT OF RESPONSIBILITIES**
Under general supervision, this position is responsible for complex engineering work involving the planning, design, project management and inspection for civil design activities including drainage, sanitary sewer, roadway, bridges and other engineering capital improvement projects. May serve as a supervisor or lead worker. Reports to a Supervising Engineer.
**ESSENTIAL JOB FUNCTIONS**
Serves as project manager on Capital Improvement Plan (CIP) projects. Identifies and recommends project needs, prepares plans and scope of work; drafts requests for proposals; and assists in selecting contractors. Performs contract administration of major projects; oversees and monitors work performed by contractors to ensure that contract plans, scope and specifications are followed; oversees project inspections; interprets contracts, resolves conflicts, and negotiates changes as appropriate; reviews and recommends invoices for payment. Ensures the safety, security and regulatory compliance of all work assigned. Responsible for budget preparation and monitoring, purchasing and financial transactions and related activities. Responsible for the effective supervision and administration of project staff including prioritizing and assigning work, performance management, employee relations, and related activities. Serves as a technical expert for storm water drainage, sanitary sewer, or roadway and bridge design, or Engineering CIP issues; provides information to the general public; keeps abreast of current and future trends; may review plans for private development to ensure compliance with City codes, State regulations, design and construction standards. Prepares a variety of detailed reports; provide information to other departments, City Council, or regulatory agencies and makes recommendations for improvements and long-range planning purposes. Performs other duties as assigned.

Engineer II- Requires a Bachelors Degree in Civil Engineering or closely related field and 1 - 3 years of experience including project management experience, or an equivalent combination of education and experience. Engineer-in-Training (EIT) designation is preferred.
Engineer III-Requires a Bachelors degree in Civil Engineering or closely related field and 3 - 5 years of progressively responsible experience including project management and some lead or supervisory experience, or an equivalent combination of education and experience.
**ADDITIONAL REQUIREMENTS**
Requires a valid drivers license with an acceptable driving record. Must possess and maintain a current Engineer-in-Training (EIT) license or approved equivalency from the Commonwealth of Virginia.
