GENERAL STATEMENT OF
RESPONSIBILITIES Under general supervision, this position is responsible for complex engineering work involving the planning, design, project management and inspection of major transportation projects and studies. May provide coordination, guidance and technical assistance with Virginia Department of Transportation (VDOT) projects and special assignments, the Hampton Roads Transportation Planning Organization (HRTPO), Transportation Technical Advisory Committee (TTAC) and other regional transportation agencies. May serve as supervisor or lead worker. Reports to the Chief of Transportation.
Essential Job Functions
Serves as project manager for the design and implementation of traffic control plans and improvement programs; identifies, researches, and recommends transportation plans and scope of project work; drafts requests for proposals; assists in selecting contractors. Performs contract administration of major projects; monitors work performed by contractors to ensure that contract plans, scope and specifications are being followed; oversees project inspections; interprets contracts, resolves conflicts, and negotiates changes as appropriate; reviews and recommends invoices for payment. Ensures the safety, security, and regulatory compliance of all work assigned. Responsible for the effective supervision and administration of project staff including prioritizing and assigning work, performance management, employee relations, and related activities. Responsible for budget preparation and monitoring, purchasing and financial transactions and related activities. Conducts transportation studies to include analyses of traffic accidents, roadway capacity, road safety, traffic signal and parking issues, and researches funding resources based study results. Reviews site plans and verifies compliance with city code, state regulations, design standards and the citys comprehensive plan. Review of temporary work area traffic control and right-of-way plans to verify their compliance with the Virginia Work Area Protection Manual. Prepares a variety of detailed reports to track project status and provide analyses for ongoing transportation studies; provides information to other departments, City Council or regulatory agencies and makes recommendations for improvements and long-range planning purposes. Performs other duties as assigned.

Project Management -Knowledge of planning, organizing and managing resources to bring about the successful completion of specific project goals and objectives.
Supervision - Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
