GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position performs complex, specialized electronic work to build,
install, repair and maintain traffic signals computer systems including the design, monitoring,
troubleshooting, and updating of the City’s Intelligent Transportation Systems (ITS). Reports to the
Senior Electronics Specialist.
ESSENTIAL JOB FUNCTIONS
Responsible for ensuring the proper functioning of all electronic systems and components for
conformance to the National Electrical Code and the Manual of Uniform Traffic Control Devices
(MUTCD) and Virginia Supplement; inspects, calibrates and repairs equipment and wiring at
computer controlled traffic intersections.
Responsible for the effective supervision and administration of electronic technician staff including
prioritizing and assigning work, performance management, employee relations, and related activities.
Ensures the safety of City equipment, private property, and others by following proper safety
procedures, watching for overhead utility lines, and checking for traffic and underground utilities;
performs routine checks and preventive maintenance on equipment; identifies and reports equipment
malfunctions; cleans equipment as needed.
Performs administrative work to include maintaining work order completion records, preparing
correspondence, verifying time sheets, and other administrative work as required. Assists with
ordering and maintaining equipment and supply inventories.
Installs and maintains fiber optics communications, WAN/LAN network equipment, camera systems,
wireless communication and other specialized equipment found in ITS environments.
Utilizes software related to the operation of ITS systems.
Performs other duties as assigned.

REQUIRED KNOWLEDGE
Electrical and Electronics – Knowledge of electronic theory and practice including materials,
diagrams and methods used in the installation, maintenance and repair of electric and electronic
control devices. Knowledge of equipment used in electronic calibration and repair.
Equipment Operation – Thorough knowledge of the proper procedures for operating, inspecting
and maintaining assigned equipment. Knowledge of traffic laws and regulations governing the
operation of equipment.
Supervision - Knowledge of leadership techniques, principles and procedures to assign work,
schedule, supervise, train, and evaluate the work of assigned staff.
Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to
equipment operation, electric currents, traffic patterns and conditions, and other work related
precautions to include basic first aid and CPR.

REQUIRED ABILITIES
Coordination of Work –Ability to plan and organize daily work routine. Ability to establish
priorities for the completion of work in accordance with sound time-management methodology.
Performs a broad range of supervisory responsibilities over others.
Communication – Ability to communicate ideas effectively, including the preparation of reports
and logs. Ability to listen and understand directions, information and ideas presented verbally and
in writing. Ability to handle a variety of customer service issues with tact and diplomacy in a
confidential manner.
EDUCATION AND EXPERIENCE
Requires an Associate’s Degree in Electronics Engineering Technology and 3 years of closely related
experience with one year of lead or supervisory experience, or an equivalent combination of education
and experience.
Graduation from a recognized related apprenticeship program may substitute for up to one year of
experience.
ADDITIONAL REQUIREMENTS
Requires a valid Commercial Driver’s License with appropriate endorsements with an acceptable
driving record.

Requires satisfactory results from a medical evaluation; pre-employment substance abuse testing and
is subject to random alcohol and controlled substance testing.
PHYSICAL REQUIREMENTS
Tasks require the regular and, at times, sustained performance of moderately physically
demanding work.
Some combination of climbing and balancing to include climbing ladders, stooping, kneeling,
crouching, and crawling.
May involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and
materials (20-50 pounds).
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds,
depth, textures, and visual cues or signals.
Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
Performance of essential functions may require exposure to adverse environmental conditions, such as
dirt, dust, pollen, odors and fumes, wetness, humidity, weather, temperature and noise extremes,
electric current, power tools, unsafe structures, machinery, heights, confined spaces, or traffic hazards.
