COMMUNITY MAINTENANCE WORKER
((SOLID WASTE-TRADES VOCATION)

GENERAL STATEMENT OF RESPONSIBILITIES

Under close supervision, this position is responsible for a variety of tasks related to Solid Waste
maintenance, to include litter collection, traffic control, landscaping, taking samples, and refrigerant
extraction. Reports to the Crew Supervisor C for Special Collections.

ESSENTIAL JOB FUNCTIONS

Collects litter from City Rights of Way and other City properties.

Maintains refuse and recycling automated collection containers to include assembling and delivering
new containers, retrieving and repairing damaged containers; assisting in refuse and recycling
collections on one-way streets or with residences eligible for back-yard service.

Answers questions and responds to general inquiries from the public and provides guidance and
instructions to Recovery Operations Center patrons.

Provides landfill and compost site maintenance to include debris removal, mowing and weed-eating.

Assists Environmental Technicians with gas probe sampling and refrigerant extractions.

Operates equipment such as riding and push mowers, and pickup trucks, to complete assigned projects
such as mowing operations, and/or debris removal. Performs a variety of manual labor such as cutting
and clearing vegetation and debris removal.

Ensures the safety of City equipment, private property, and others by following proper safety
procedures, checking and flagging traffic; performs routine checks and preventive maintenance on
equipment; identifies and reports equipment malfunctions; cleans equipment as needed.

Performs other duties as assigned.

REQUIRED KNOWLEDGE

General Maintenance – Knowledge of the methods, tools, and equipment used in general clean-up
of and maintenance of street appearance. 

Equipment Operation – Knowledge of the proper procedures for operating, inspecting and
maintaining assigned equipment. Knowledge of traffic laws and regulations governing the
operation of equipment. 

Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to
equipment operation, hazardous materials, traffic patterns and conditions, and other work related
precautions to include basic first aid.


REQUIRED SKILLS

Interpersonal Relationships/Customer Service – Develops and maintains cooperative and
professional relationships with employees, representatives from other departments and
organizations, and the public. 

Judgment/Decision Making –Uses logic and reasoning to understand, analyze, and evaluate
situations and exercise good judgment to make appropriate decisions.

REQUIRED ABILITIES

Time Management – Ability to plan and organize daily work routine. Establishes priorities for the
completion of work in accordance with sound time-management methodology.

Communication – Ability to communicate ideas effectively. Ability to listen and understand
directions, information and ideas presented verbally and in writing. Ability to handle a variety of
customer service issues with tact and diplomacy in a confidential manner.


EDUCATION AND EXPERIENCE

Requires a high school diploma or an equivalent combination of education/experience.

ADDITIONAL REQUIREMENTS

Must have completed a session of the City’s Summer Training and Enrichment Program (STEP), or
similar vocational training program recognized by the City of Newport News.

Requires a valid driver’s license with an acceptable driving record.

Must successfully complete the required National Incident Management System (NIMS) Incident
Command System Certifications.

This job is considered Essential Personnel and will be required to work during and following natural
disasters and emergency situations.

PHYSICAL REQUIREMENTS

Requires the ability to exert light physical effort in sedentary to light work. 

Tasks require the ability to exert very moderate physical effort in light work.

Some combination of stooping, kneeling, crouching, and crawling. 

Some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20
pounds).

SENSORY REQUIREMENTS

Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues
or signals. 

Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES

Performance of essential functions may require exposure to adverse environmental conditions, such as
dirt, dust, pollen, odors, wetness, humidity, weather, fumes, temperature and noise extremes, hazardous
materials, machinery, vibrations, traffic hazards, toxic agents, animals/wildlife, water hazards, disease,
or pathogenic substances.
