About The Agency

The New York City Business Integrity Commission (BIC) is a regulatory and law enforcement agency with jurisdiction over the trade waste industry and the City’s public wholesale markets. Businesses seeking to operate in these industries within the City of New York must, by law, apply to BIC and be approved by BIC for the requisite license or registration. BIC’s goals include: to keep industries free of organized crime and other forms of corruption; to ensure that regulated businesses are able to compete fairly; that customers receive equitable treatment, and that regulated businesses do not present a harm to public safety and conduct their affairs with honesty and integrity. BIC is a NYC Vision Zero Task Force member agency since 2016.

Position Summary

The Director of Policy, under supervision of the Agency Commissioner and the Chief of Staff, oversees policy matters, including the development and implementation of new initiatives and applicable local laws. This role is the intergovernmental and legislative affairs liaison as well as the agency’s primary liaison on interagency policy programs, such as the Vision Zero Task Force. In this role, the director works closely with the General Counsel and legal unit on rulemaking and CAPA hearings and may help coordinate and participate in other agency public meetings and outreach events. The director supports the Commissioner or other executive staff at high-level meetings and public-facing events. The ideal candidate will also handle all communications and press matters under the direction of the Commissioner.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

Key Responsibilities: - Serve as the agency’s principal advisor for policy, intergovernmental affairs, and external communications. Facilitate development of the Agency’s strategic planning agenda, including making recommendations to the Commissioner and senior management. - Establish and foster relationships with agency personnel, across various units, to assist in the development and implementation of policies and initiatives. - Support the data and research needs agency-wide including working with IT Unit leadership and the Data Analyst on data metrics and tracking related to policy initiatives and regulatory compliance matters. - Participate in senior management meetings. - Develop and support interagency collaborations and partnerships to further the agency’s mission and City Hall agenda. - Supervise one Policy Analyst who assists with projects and tasks, including Vision Zero matters.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
