The General Counsel seeks a Deputy General Counsel (DGC) for Policy and Regulatory matters to oversee DCAS’ regulatory and policy portfolio. Reporting into the General Counsel with wide latitude for independent judgement and growth, the DGC will monitor regulatory developments and interpret legislation that affect the agency’s operations and workforce, and guiding agency policy development. Further, the DGC will advise on agency policies and best practices.

Reporting to the General Counsel, the Deputy General Counsel (DGC) serves as a key strategic leader, providing senior legal oversight of the agency’s policy development and regulatory functions. The DGC plays a central role in advancing agency and citywide policy initiatives, ensuring regulatory compliance, and advising on complex legal and policy matters impacting agency operations.

Key Responsibilities Include But Are Not Limited To

  • Track, analyze, and summarize relevant federal, state, and local legislation or regulatory developments that may impact DCAS’ operations, programs, or workforce;
  • Regularly provide briefings and written updates to the General Counsel and agency leadership on potential impacts and recommended responses;
  • Develop and oversee strategies to ensure DCAS compliance with laws, rules, and regulatory requirements, coordinating as needed with operational units to implement compliance plans and monitor adherence;
  • Lead the review and revision of internal policies and procedures to ensure consistency and alignment with legal requirements and best practices;
  • Design and operationalize a scalable plan for tracking and managing internal policies;
  • Develop short term and long-term solutions for complex issues that have legal, ethical, and political implications;
  • Serve as the DCAS FOIL Appeals Officer and provide legal guidance on records access determinations, appeals, as well as compliance with public records laws and the City’s privacy laws;
  • Oversee the daily operations of a small team of professionals; and
  • Handle any other duties or matters as needed.

EXECUTIVE AGENCY COUNSEL - 95005

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

The DGC must be able to exercise excellent judgment in a fast-paced environment while juggling multiple priorities. A successful candidate will be highly organized, proactive, and a strong communicator to foster a collaborative environment within OGC and across the agency. They must be willing and able to effectively manage a unit of professionals with diverse training and skill sets. Further, given the sensitive nature of their work, the DGC must be able to work independently as well as in a team, always exercising great care and discretion. Additionally able to: - A minimum of ten (10) years of responsible, relevant, satisfactory post-bar legal experience - City government experience - Understanding of the New York State and City legislative process, as well as the City’s rule making process - Experience developing regulatory compliance programs for a large organization - Experience developing internal policies - Familiarity with public records access laws and the City’s Privacy laws and - Ability to independently act on priority projects move projects from inception through operationalization in a timely manner distill complex legislation and regulations into clear guidance and work independently with limited supervision.
