The NYC Department of Transportation (DOT) is seeking a highly motivated and experienced candidate to serve as the Deputy Director of the Sustainable Delivery Unit (SDU), a new team dedicated to improving safety for delivery workers and advancing initiatives to ensure the safe integration of the on-demand delivery industry into our transportation landscape. Reporting to the Executive Director of SDU, the Deputy Director will serve as the second-in-command for the Unit, supporting the day-to-day management of staff and operations while helping to advance the Unit’s policy, legislative, and programmatic agenda. The Deputy Director will supervise and mentor staff, assist with workload management and project prioritization, review work products, and support the professional development of team members. The Deputy Director will serve as a senior advisor to the Unit's policy and legislative agenda and will oversee the implementation of key initiatives and projects critical to SDU's mission. These responsibilities include managing research and planning studies; developing legislative, regulatory, and policy proposals to address safety concerns and industry practices related to the on-demand delivery industry; supporting the advancement of the Unit’s legislative agenda; and supporting the development and implementation of the Unit's strategic priorities and long-term planning efforts. The Deputy Director will lead the implementation and evaluation of new initiatives. In partnership with the Executive Director, the Deputy Director will help ensure the successful execution of the Unit’s work plan, monitor progress toward goals and milestones, and identify and resolve policy development issues and operational challenges.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
  • A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV

To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Preferred Skills

Experience in urban planning, transportation, sustainability, or a related field experience supervising, mentoring, and managing professional staff and comfort navigating fast-paced, cross-functional projects involving multiple stakeholders. Candidates should possess strong research and analytical skills, as well as excellent written and oral communication, presentation, and organizational abilities. They should also demonstrate the ability to manage complex projects, balance competing priorities, and collaborate effectively across agencies, sectors, and disciplines. Experience conducting complex urban planning, transportation, policy, or program evaluation studies is required, as is experience with community outreach, stakeholder engagement, and field-based research methods such as surveys, interviews, focus groups, and workshops. Candidates should have experience reviewing staff work products, providing strategic guidance, coordinating team efforts, and supporting employee growth and professional development. Proficiency with Microsoft Office or Microsoft 365 is required. Candidates should also have familiarity with GIS and the Adobe Creative Suite. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
