The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

Workforce Connect (a division of DYCD) is comprised of a portfolio of Youth and Adult Workforce Development programs, including those that focus primarily on in-school youth such as the Summer Youth Employment Program (SYEP), Work, Learn and Grow (WLG), and Learn & Earn as well as programs for Out-of-School, Out-of-Work (OSOW) community members such as Advance & Earn, Train & Earn, and CRED-NYC. In partnership with NYC Public Schools (NYCPS), DYCD is launching the Industry Hub initiative, a transformative investment in career-connected learning. The initiative will establish three citywide Industry Hubs in Technology, Healthcare, and Business/Finance designed to create coordinated career pathways and expand work-based learning opportunities for youth in the CareerReady SYEP and WLG programs. DYCD seeks a Deputy Director of Industry Engagement to lead employer and industry partnership strategy for this effort. The Deputy Director will be a key member of the Employer Engagement and Partnerships team, working closely with DYCD-contracted Hub organizations, employers, workforce stakeholders, and interagency partners to support youth access to high-quality, employer-aligned programming.

Responsibilities Include, But Are Not Limited To

  • Develop and implement a comprehensive employer engagement strategy for the Industry Hubs.
  • Manage contracted Hub organizations.
  • Build and manage partnerships with employers, industry associations, postsecondary institutions, and workforce stakeholders to inform program development and create in-sector job/internship opportunities.
  • Serve as a liaison between DYCD, NYCPS, Hub organizations, community-based organizations, and employers to ensure alignment with sector-specific training and employment goals.
  • Monitor labor market trends to ensure the initiative is responsive to real-time employer needs and industry standards.
  • Support the integration of Industry Hub activities with broader CareerReady SYEP and WLG initiatives.
  • Oversee performance measurement and ensure reporting systems are aligned with initiative goals.
  • Provide capacity-building support to Hub organizations and other stakeholders to strengthen industry engagement practices.
  • Represent DYCD at interagency meetings, employer convenings, and public events focused on youth workforce development and employer partnerships.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Strong knowledge of workforce development, youth employment, and NYC’s labor market landscape. - Demonstrated success building and managing employer partnerships and multi-stakeholder initiatives. - Experience in education-to-career pathway development or industry-informed training programs. - Excellent written and verbal communication skills. - Ability to manage complex projects, meet deadlines, and collaborate across sectors. - Strong facilitation, negotiation, and relationship management skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
