The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.

The Department seeks an experienced Containerization Operations Program Manager (COPM) for its Containerization Unit to project manage the field deployment of containers being distributed across the City. The COPM will manage the site planning (including desktop data analysis), oversee container installation, and manage ongoing operational status (maintenance, repair, and cleaning). Under general supervision, with latitude for independent initiative and decision-making, the COPM will ensure that all containerization contractual obligations are being fulfilled and that all work performed is to the highest level while coordinating within the agency, across agencies and with vendors.

Responsibilities Include But Are Not Limited To

  • Managing large Excel spreadsheets, creating and updating pivot tables including data exported from other applications.
  • Creating and maintaining project documentation, schedules, presentations, and status reports.
  • Creating and providing regular updates on project status to the Assistant Commissioner of Containerization Operations.
  • Supervising field deployment and operations across the five boroughs, requiring knowledge of NYC’s communities and districts.
  • Interacting with the public, other city agencies, elected officials and community boards to inform and implement project goals.
  • Assisting in maintaining communications internally and with project vendors by preparing reports, meeting notes, and ensuring that all parties are informed of project developments.
  • Coordinating with the Fiscal Team to manage the program budget and expenditures, including reviewing price quotes, tracking and managing regular invoices, preparing receiving reports, and tracking spending against budget.
  • Working with DSNY civilian and uniform staff across the Agency and with other external agencies (NYPD, DOT, etc.) and entities to implement and execute the containerization program.
  • Must be willing to work in the field during installations.
  • May be required to operate a Department vehicle.

EXECUTIVE PROGRAM SPECIALIST - 05045

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Expertise managing large scale projects and programs that include aspects of manufacturing, on-street installations, invoicing, procurement, and operational execution. - Expertise in field implementations across NYC’s five boroughs including knowledge of City agency operations in the five boroughs. - Experience with field operations that require coordination with other City agencies with purview over City infrastructure (e.g., roads and street furniture) - Experience working with programs jointly staffed by City workers and vendor staff. - Experience with field deployment logistics at dozens of unique sites. - Experience managing the administrative aspects of complex programs while maintaining schedule and budget. - Experience managing program budget and expenditures, including reviewing price quotes, tracking and managing regular invoices, preparing receiving reports, and tracking spending against budget. - Excellent organizational, analytical, and writing skills. Ability to develop accurate written materials and ensure consistent messaging in all communications. - Exceptional interpersonal skills and be adept at dealing with a wide range of stakeholders across all operations. - Excellent ability to communicate clearly and effectively in-person, by telephone, electronically, and through written correspondence able to tailor complex messages to diverse audiences including executive-level staff. - Strong proficiency in word-processing, presentation creation, and spreadsheet management, including Microsoft Office Suite, Word, Excel, and PowerPoint. - Experience managing large Excel spreadsheets, creating and updating pivot tables and building data query formulas. - Experience working with program metrics ability to interpret data, come to accurate conclusions, and communicate conclusions to a wide variety of audiences. - Strong familiarity working with New York City community organizations and government agencies. - Possession of a valid New York State Motor Vehicle Driver’s License.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
