The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The Budget Director of Families with Children reports to the Assistant Commissioner of Shelter and Support Programs Budget and is responsible for a portfolio of contracts for Families with Children population.

The Department Of Homeless Services (DHS) Is Recruiting One (1) Administrative Staff Analyst NM-II To Function As Budget Director Of Families With Children Who Will

  • Oversees the daily operations of the Families with Children Budget Team who perform reviews, research, and contract analysis of a portfolio of human service contract budgets related Families with Children Shelters. Ensure contract funds are expended appropriately and provide directions and supervise the portfolio assignments for the budget analysts.
  • Manages the preparation of budget submissions, review of contracts, amendment configurations, certification of funds, financials allocations in PASSPORT, creating REQs in Passport for contracts, contract configurations and modifications, encumbrances, and new need analysis.
  • Prepares performance reports to ensure compliance with agency’s requirements and Federal/State/City guidelines. Review operating budgets periodically to analyze trends affecting budget needs. Meet with senior and executive staff to provide data relating to spending patterns and service allocations to inform policy development.
  • Provide technical expertise to providers on all budget matters for Families with Children Shelters Portfolio.
  • Liaises with Capacity Planning Development Services (CPD), Programs, DSS Finance, MOCS, Comptroller’s Office, OMB, and NYS OTDA to provide critical information regarding all budgets.
  • Works on special projects as needed.

Hours/Schedule: Monday – Friday 8am – 4pm.

ADMINISTRATIVE STAFF ANALYST ( - 1002D

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Excellent skills in quantitative data and policy analysis. - Familiarity with software, such as PASSPORT. - Strong writing, communication, and interpersonal skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
