What are the responsibilities and job description for the Agency Attorney, Level III position at City of New York - FIRE DEPARTMENT?
Minimum Qualifications: 1. Admission to the New York State Bar; and either "2" or "3" below. 2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or 3. Six months of satisfactory service as an Agency Attorney Interne (30086). Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
Preferred Skills: • Administrative litigation experience strongly preferred, including first- or second-chair hearings/trials (OATH or comparable forums), evidentiary motion practice, direct and cross-examination, and post-hearing briefing. • Demonstrated case-charging and penalty-recommendation experience; comfort owning a litigation docket from intake of substantiated findings through resolution. • Strong working knowledge of Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and the New York State and New York City Human Rights Laws, and familiarity with municipal disciplinary due-process frameworks. • Exceptional legal writing (charges, motions, briefs) and oral advocacy skills; proven ability to prepare witnesses (including senior officials) for testimony. • Sound judgment and professionalism in handling sensitive matters, privileged material, and confidential personnel information. • Negotiation skills to achieve appropriate, defensible outcomes that deter misconduct, ensure accountability, and support organizational culture change. • Organization and throughput: ability to manage a fast-moving docket, meet deadlines, and maintain high-quality work product under time pressure. • Collaborative approach with investigators, HR/Labor Relations, BITS, and operational units; ability to communicate complex legal concepts clearly to non-lawyers.
