Job Description
The City of New Orleans is seeking a highly responsible and technically skilled professional to serve as the HRIS & Payroll Systems Administrator. This role supports the City’s centralized payroll and human resource systems and acts as a lead liaison between Human Resources, Payroll, Information Technology, and departmental users. The position is critical to ensuring accuracy, compliance, and efficiency across HRIS and payroll operations.
Key Responsibilities:
Serve as the primary point of contact for HRIS and payroll system inquiries and technical issues.
Troubleshoot, analyze, and resolve system-related problems, errors, or deficiencies.
Recommend and implement process improvements, standard procedures, and system protocols aligned with City policies.
Coordinate system upgrades, enhancements, and testing with IT, Payroll, and HR staff.
Develop, revise, and maintain user manuals, system documentation, and training materials.
Facilitate user training sessions to support consistent and effective use of the HRIS and payroll systems.
Monitor system performance and collaborate with IT and vendors to ensure optimal functionality.
Ensure data integrity and compliance with internal controls and external regulations.
Qualifications
A Bachelor's Degree in Computer Science, Management Information Systems, Human Resources, or Business Administration from an accredited college or university.*
Five (5) years of progressively responsible administrative experience in payroll or human resources information systems within a centralized, multi-user computer system environment.
At least one (1) year of this experience must have been in an exempt-level role.
A Master’s Degree in a related field may substitute for two (2) years of non-exempt experience.

Preferred Qualifications:
Experience with system implementation, upgrades, and HR/payroll integrations.
Working knowledge of HRIS software (e.g., PeopleSoft, Workday, ADP, Tyler Munis).
Strong communication and analytical skills, with attention to detail.
