Primary Functions

This is responsible administrative work in supervising and coordinating specific projects within and in conjunction with City departments, state and federal grants and outside contractors.

Work is performed under the general supervision of a Project Director, with considerable latitude for exercising independent judgment. Work is reviewed through conferences and reports.

This particular assignment is within the Department of Police Services and per MOU, supports grant and other business administration for the Police Activity League of New Haven (PAL).

Typical Duties And Responsibilities

  • Supervises administration of projects from grant application through the contractual process.
  • Plans, supervises and reviews programs to monitor compliance with federal, state or local government rules and regulations, and contractual obligations.
  • Works with city departmental officials, state and federal government officials, consultants, elected and appointed officials, and schedules project activities and coordinates resources to provide for project completion in a timely manner.
  • Prepares or supervises the preparation of Federal grants applications for funding from federal agencies.
  • Supervises the maintenance of comprehensive and detailed records on all current and closed projects.
  • Assigns, supervises, and participates in the preparation of specifications for accomplishing program objectives or in developing grant applications.
  • Assists in planning and coordinating long-term development goals.
  • Performs related work as required.

Education, Qualifications & Experience

Graduation from a four-year college or university with course work in economics, public administration, business development, city planning, or a related field; and 3 to 5 years of experience with a public or private organization in project management; or any equivalent combination of training and experience which provides the following knowledge, skills and abilities:

  • Knowledge of federal, state and local requirements for grant submissions and contractual processes.
  • Thorough knowledge of government requirements for the development, preparation, and administration of project grants.
  • Thorough knowledge of mechanisms for contract development.
  • Ability to prepare grants, contracts and reports using personal computer.
  • Ability to establish and maintain effective working relationships with federal, state and local officials, consultants, contractors, other city employees and the general public.
  • Ability to coordinate and supervise employees engaged in various aspects of development projects.
  • Proficiency in MS Word, Excel, Access, and PowerPoint programs.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period. Instructions and information on this pre-employment process are included in Conditional Offer of Employment.

Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.

Selection Plan

Applicants meeting minimum requirements will be invited to participate in a Civil Service exam process at a later date.
