POSITION OVERVIEW:
Under general supervision as designated by the Facilities and Energy Manager, assists in the enforcement of municipal traffic ordinances and regulations by recognizing parking violations, ticketing violations and performing related work as required.
SUPERVISION RECEIVED: Facilities and Energy Manager and/or Support Services
Director.
SUPERVISION EXERCISED: NONE
EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES:
Patrols, on foot, an assigned geographical district or beat checking for parking violations; Determines the type of standing traffic violation and issues the appropriate ticket; Reports defective meters to supervisors; Informs supervisors or directly contacts the police department of extraordinary or hazardous conditions requiring police attention; Provides information to motorists and pedestrians concerning the location of streets and buildings; Writes simple routine reports relative to the number and type of tickets issued; May assist in the collection of monies from parking meters; Appears in court to testify and present evidence when necessary; Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to function firmly, courteously, tactfully and impartially. Ability to express oneself clearly and concisely both orally and in writing.
Ability to understand and follow oral and written instructions. Ability to perform routine repetitive work often under adverse weather conditions. Ability to move extensively from parking meter to parking meter to check for violations.
MINIMUM QUALIFICATIONS REQUIRED:
High School Diploma plus one year of work experience performing work involving public contact.
LICENSE OR CERTIFICATE: Must have and maintain a valid Connecticut Driver’s
License.
PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PHYSICAL, MENTAL EXERTION/ENVIRONMENTAL CONDITIONS: Ability to handle emotion, demanding and sometimes irate internal or external customers with calm and assuring responses. Must be able to work under stress from demanding deadlines and changing priorities and conditions.
Must be mobile, able to pull/push/lift objects of up to 30 pounds, and able to stand and walk for prolonged periods.
Ability to perform routine repetitive work often under adverse weather conditions.
CONDITIONS OF EMPLOYMENT: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation to be conducted by the New Britain Police Department. In the event that this position has access to criminal history records maintained under systems operated by the Police Department or the Public Safety Telecommunications Center approval of the candidate is required by the Chief of Police. Both in and out of state travel for periods of up to five working days including overnight stays may be required as a condition of employment.

The City reserves the right to select any of the examination weights listed above.
PASSING GRADE: The minimum passing grade is 70%.
DURATION OF OPEN COMPETITIVE EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City However, in no case shall any certified employment list remain in force for more than two years.
RULE OF FIVE PLUS THREE: When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.
PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination.
REASONABLE ACCOMMODATION IN TESTING: All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications. Documentation of the disability for which the accommodation is being requested, and what specific accommodation is being requested, must be received no later than two (2) weeks after the closing deadline for applications.
