JOB SUMMARY: Performs general cleaning and minor maintenance duties in maintaining city buildings and adjacent walks, and grounds; Maintains equipment in clean, orderly and serviceable condition; and provides assistance to officials, employees and visitors as necessary.
SUPERVISION RECEIVED: Receives general supervision from the Manager Facilities & Energy or designated supervisor.
EXAMPLES OF ESSENTIAL DUTIES:
1. Performs work according to standard procedures, routine maintenance and cleaning plan, and building’s pesticide schedule. Cleans rooms, hallways, lobbies, pipe galleries, vestibules, storage areas, rest rooms, locker rooms, offices and stairways. Uses brooms, mops and floor equipment to sweep, mop, strip and wax floors. Uses vacuum cleaners to clean rugs, carpets, and upholstered furniture.
2. Dusts furniture, piping, air ducts and equipment; washes walls, ceilings, inside windows, window sills, doors, sills and blinds. Washes first floor windows on the outside, using a step ladder. Empties waste baskets, replenishes rest room supplies, and replaces light bulbs.
3. Sets up and tears down chairs, tables and equipment in meeting rooms. Prepares rooms for use by public and private organizations. Picks up supplies, materials and equipment from loading dock to store room or proper area. Moves furniture, supplies, files, equipment and tools within buildings.
4. Assists in use of snow blower and shovels to clear snow from entrances and walks. Uses power mower, rakes, shovels and hand tools to maintain grounds, shrubs and flower beds adjacent to building. Opens and closes buildings according to schedule; and checks offices, closets and other closed areas at beginning and end of shift to note any vandalism or forced entry. Reports any violations to supervisor.
5. Operates vacuum cleaners, power mowers, floor polishers, snow blowers, power washers and a variety of hand tools to perform assigned duties.
EXAMPLES OF INCIDENTAL DUTIES:
1. Provides assistance to visitors to the building.
2. Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Some knowledge of methods, materials and equipment used in custodial and grounds maintenance work. Ability to operate and perform minor servicing on light power equipment. Ability to follow written and oral instructions. Ability to establish and maintain effective working relationships with other employees.
MINIMUM QUALIFICATIONS REQUIRED: Graduation from high school or G.E.D. and two years of experience performing custodial or building maintenance work preferred; including semiskilled maintenance tasks, or any equivalent experience which demonstrates possession of the required knowledge, skills and abilities.
LICENSE AND CERTIFICATE: Valid Connecticut Motor Vehicle Operator’s license.
PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS: Continuous physical effort required in performing duties requiring walking, standing, and lifting cleaning materials and equipment while performing work under conditions similar to best shop conditions on inside work and exposure to inclement weather for outside duties with some disagreeable factors in both situations such as dust, dirt, grease, heat and cold. Physical ability to perform manual labor.

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PASSING GRADE: The minimum passing grade is 70%.

DURATION OF EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. Subsequent to the initial certification of the employment list, no sooner than 10 months and no later than 11 months and 29 days from date of initial certification, the Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. The City, or any individual, may request that consideration of extension be placed on the Civil Service regular meeting agenda by notifying the Personnel Director no later than one calendar week prior to the monthly meeting. The maximum period of time that a list shall remain in effect is two years from date of initial certification.
RULE OF THE LIST: When a vacancy exists for this position, Names of all eligible candidates on the open competitive employment list will be forwarded to the appointing authority for employment consideration.
PHYSICAL EXAMINATION: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background check.
REASONABLE ACCOMMODATION IN TESTING: All requests for reasonable accommodations in the testing process must be made in writing, no later than the closing date for applications. Documentation of the disability for which the accommodation is being requested, and what specific accommodation is being requested, must be received no later than two (2) weeks after the closing deadline for applications. The candidate’s failure to provide documentation which satisfies the City’s requirements by the timetable above will result in an inability to provide an accommodation in the testing process. However, the candidate who meets the minimum qualifications for the position would still be eligible to complete with all other candidates in the standard testing process.
