PURPOSE OF CLASSIFICATION
The purpose of this classification is to coordinate and manage various construction projects for the Public Works Department. Employees in this classification provide direction, coordination, implementation, and control related to the completion of assigned projects, and may supervise subordinate professional staff and inspectors as needed.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Provides professional management and technical support services to the Department; participates in design, permitting, inspection and/or public involvement in street, alley, easement, multi-modal projects involving pedestrian and bicycle facilities, utilities, stormwater, and/or other related public improvements.

  • Provides assistance to the Transportation Services Manager. Manages and multitasks complex assignments and projects, that include code modifications, level of service evaluations, traffic studies, updates to handbooks and guides, assessments, resiliency plans, and other work. Also, manages communication inquiries, and time/budget planning.

  • Is aware of local, state, and federal codes and standards related to stormwater. Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts; provides information, assistance, and/or resolution accordingly.

  • Communicates with City officials, supervisor, design professionals, contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  • Provides periodic project progress and status reporting to administrative superiors.

  • Maintains current knowledge of trends and developments in engineering and regulatory standards pertaining to public utilities and infrastructure, fundamentals of traffic engineering control and regulation.

  • Provides direction, guidance, and assistance to contractors; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with contractors and work crews, assists with complex/problem situations, and provides technical expertise.

  • Reviews plans, designs, design reports, and specifications pertaining to projects; develops designs, drawings, or maps associated with approved projects; conducts field checks of proposed designs; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.

  • Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.

  • Prepares project schedules; monitors progress of project in meeting established schedule.

  • Coordinates process for bidding and contracting of services; prepares Requests for Proposals (RFPs) and/or solicits quotes for various services; prepares bid packages; issues addenda to clarify questions and/or issues; participates in negotiations of scope of services and fees, and makes recommendations regarding selection of vendors and awarding of contracts; compiles contract language, including specifications package.

  • Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of work and materials; coordinates final inspections with contractors and engineers; coordinates project acceptance with other City Departments.

  • Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors.

  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, technologies, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; interprets construction plans and specifications; research code books as needed; initiates any actions necessary to correct deviations or violations.

  • Prepares project related reports, agenda memoranda, and other documentation, for upper management, stakeholders, and elected officials; attends public informational meetings and City Council meetings in support of various projects;

  • Prepares required municipal, state, and federal reports for various projects; prepares reports, memoranda, and related correspondence pertaining to contract and regulatory compliance.

  • Coordinates with other City departments, external agencies, and applicants on projects.

  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, Access, AutoCAD, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction: Requires the ability to perform in a supervisory capacity over subordinate staff.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver  and/or control  the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction and Transportation Project Management or related experience in the field; 
  • 5 years of experience in design and construction management; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position. 
  • Professional License (PE) in the State of Florida preferred.  Ability to obtain PMP within one year is required.   
  • Candidates shall possess a total of ten (10) years of related experience in addition to AA degree and references from PE(s) from pervious work.  
  • Must possess and maintain a valid Florida Driver License, “Class E”, with a driving record that meets or exceeds minimum City standards.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and  discriminate colors or shades of colors,  sounds, odor, taste, depth, texture, and visual cues or signals. Some tasks require the ability to communicateorally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Salary : $90,402 - $140,123
