GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to maximize vehicle and equipment operation through efficient maintenance practices and extending the service life of each item. Employees in this classification service and repair automotive equipment, emergency vehicles, and other City equipment as directed.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Performs preventative maintenance, repair, rebuilds, and overhauls of fleet vehicles and equipment, including fire trucks, fire apparatus, police vehicles/equipment, vac trucks, trailers, mowers, garbage trucks, saws, generators, and other mobile and stationary equipment; utilizes computerized diagnostic and manual test methods in identifying service, replacement and vehicle/equipment repair needs.
  • Overhauls and services assemblies and accessories, such as rear axles, hydraulic systems, anti-lock braking systems, universal joints, and drive shafts.
  • Diagnoses, repairs, and/or replaces electrical/electronic control systems, cooling systems, transmissions, starting and charging systems; inspects, adjusts and replaces valves, pistons, bearings, fuel, ignition and exhaust systems.
  • Repairs and replaces apparatus valves and pumps, construction and emergency vehicle equipment apparatus and attachments, and other vehicle and equipment accessories.
  • Road tests vehicles to ascertain repair effectiveness; performs final inspection upon completion of service/repair prior to release.
  • Performs preventive maintenance according to assigned schedules, i.e., changing oil, tires, transmission fluid, tune-ups.
  • Responds to emergency calls when city vehicles experience mechanical difficulties and performs necessary roadside repairs; ensures the availability of necessary tools, parts and supplies; coordinates towing as necessary; responds to emergency calls when city fuel depot experiences malfunctions after hours.
  • Fabricates parts, body components and accessories; performs cutting, welding and fabrication of metals for body components, parts, and accessories.
  • Performs general vehicle and equipment cleaning as needed.
  • Maintains work order records concerning diagnosis, repair/service performed, and parts and supplies used.

Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
  • Human Interaction: Requires the ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.
  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED and Vocational/Technical Certification in Automotive Repair or related field
  • Supplemented by two (2) years progressively skilled experience in service and repair of automotive vehicles and equipment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position.
  • Must possess and maintain a valid Florida driver's license, class "B" and a driving record which meets or exceeds minimum City driving standards.
  • This position may additionally requires ASE Master Automobile and ASE Master Truck Technician; and ASE refrigerant recovery and recycling certification.
  • When assigned to fire vehicle and equipment/apparatus repair, requires Master Level III Fire Apparatus Technician certification; EVT certified.

OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, odors, dust, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic/poisonous agents.

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
