The City of Napa is seeking to fill one (1) Housing Supervisor opening in our Housing Division in the Community Resources and Development Department. Our Housing Division is responsible for affordable housing programs in the City including rental assistance programs and housing rehabilitation programs. The Housing Division coordinates a wide variety of housing grants and loans, and provides financing for the development of affordable housing. Our staff members in the Housing Division also acts as the Housing Authority of the City of Napa which administers affordable housing countywide, including the Section 8 rental assistance program. Additionally, the Housing Division administers various Federal, State and local programs to assist the community by providing affordable housing and supportive services at all levels of affordability. Our next Housing Supervisor will provide guidance and direction to our goal-oriented team of Senior Housing Specialists, Housing Specialists, and other staff members within the Housing Division. As a Housing Supervisor, you will join a management team of three (3) Housing Supervisors who assigned to the following areas: Affordable Housing Programs, Built Environment Programs, and Rental Subsidy Programs. In this role, you will be assigned to lead the Rental Subsidy Program and oversee the rental assistance programs. Some of these duties will include supervising all team members assigned to the rental assistance programs in the annual recertification processes and other case management functions such as income verification, waiting list updates, applicant briefings, and housing assistance contract preparation. The Housing Supervisor will review work and conduct periodic quality control audits to ensure work is performed accurately and in compliance with applicable regulations, policies, and procedures. Our Housing Supervisors are also tasked with implementing policies and procedures and recommending program improvements based on evaluations. The Housing Supervisor reports directly to the Housing Manager and may act as a back-up in their absence. This position will excel at interacting with clients using a human centered approach, maintaining collaborative relationships with partner agencies, and responding to escalated issues such as questions or concerns from residents and landlords.
We are looking for a leader with a strong attention to detail and effective communication skills who enjoys working with members of the public, as well as developing their colleagues.

The City of Napa utilizes a Civil Service Selection System founded on merit. What happens next?

Application appraisal includes a review of qualifications, education, training, and experience related to the job, as well as supplemental questions if applicable.
- Applicants moving forward in the selection process may be asked to participate in any combination of the following (at any phase of the selection process): online assessment, written examination, job-related exercise, phone interview, and panel interview. These testing steps may be conducted on a pass/fail basis, and/or percentage-based scoring methodology.
- Based on the City Charter, the final phase of the selection process is the Probationary Period, which in most cases is six (6) months but may be twelve (12) months depending on the classification.
- When three or fewer candidates are available, the testing procedures outlined in the Job Announcement may be waived by the Human Resources Department.
