JOB SUMMARY
The purpose of this position is to perform skilled work in inspecting City infrastructure construction projects to ensure compliance with City ordinances, policies, and specifications.
ESSENTIAL JOB FUNCTIONS
- Performs site work inspections related to water systems, wastewater systems, storm drainage systems and roadway construction. Ensures compliance with City ordinances, policies, and specifications; and attends pre-construction meetings.
- Reviews and interprets civil construction plans for site work inspections related to water systems, wastewater systems, storm drainage systems and roadway construction; reviews preliminary and final asbuilts/record drawings for project close-outs; ensures compliance with City ordinances, policies, and specifications; and attends pre-construction meetings.
- Coordinate submittals with developers/representatives for South Carolina Department of Environmental Services (SCDES) submittals for water and wastewater operating permits issued by SCDES. Prepares SCDES acceptance letters for water and wastewater systems; and writes service authorizations for water, wastewater and roadway systems to be placed into operation
- Inspects a variety of other related construction items, including water and sewer service lines up to the property / easement line, driveways, public sidewalks, sewer service connections, water service connections, outside grease traps, swales and ditches; makes final inspections.
- Coordinate with project engineers and contractors for water and wastewater system testing
;including pressure tests of main water and wastewater lines, tapping sleeves and valves; wastewater pump station testing; vacuum testing of sanitary sewer manholes, lining of sanitary sewer manholes, collects water samples for bacteria testing; verifies installed backflow preventer devices, and other water and sewer system testing as required; and documentsresults. - Receives various forms, reports, correspondence, construction plans, as-builts, demolition permit, backflow device test reports, storm water certification, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Prepares and updates daily logs and progress of assigned projects. Prepares or completes various forms, reports, correspondence, including but not limited to time sheet, field inspections, draft letters, project close-out paperwork, or other documents.
- Prepares and issues street obstruction permits, construction stops work orders, and notices of correction to ensure compliance with City ordinances, policies, and specifications.
- Communicate with supervisors, City officials and employees, contractors, engineers, surveyors, the public, outside agencies and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, equipment, trends and advances in the profession; and attends conferences, workshops, and training sessions as appropriate.
- Operates a personal computer, plotter, printer, facsimile machine, copier, or other equipment as necessary to complete essential functions, including the use of Microsoft Office programs, including word processing, spreadsheet, database, and may be required to adapt to other system software as needed to perform essential job related tasks.
ADDITIONAL FUNCTIONS
- Assists with site work inspections related to capital infrastructure improvement projects
- Assists with hurricane preparedness; controls traffic during hurricane clean-up; isolates water valves prior to hurricanes; and assists with facility damage estimates after hurricanes
- Performs other related duties as assigned.
Education and Experience:
Requires a high school diploma or equivalent, with two (2) years of related experience in civil site work related to water, wastewater, drainage and roadway construction. Preferred - associate’s degree in construction management, civil engineering, or other related fields of study.
Licenses or Certifications:
Must possess and maintain a valid driver’s license.
Must possess, or have the ability to acquire within one-year of employment, and maintain the following certifications:Certified Erosion Prevention and Sedimentation Control Inspector (CEPSCI) from an accredited South Carolina Institution. Certifications related to asphalt and concrete surfaces preferred but not required.

PHYSICAL DEMANDS
The work is heavy work. The employee is constantly required to move objects applying up to 20 pounds of force; frequently required to apply 30 pounds of force to move objects; and occasionally required to exert up to 100 pounds of force to move objects. Additionally requires: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing voices, kneeling, lifting, manual dexterity, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word and shouting to be heard above ambient noise, visual acuity in data/color/observations/operating equipment/inspect defects or measurements, and walking.
WORK ENVIRONMENT
Work is performed indoors and outdoors where essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, temperature and noise extremes, machinery, bright/dim light, or traffic hazards. Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others.
