CITY PLANNER
SALARY RANGE: $24.04-$31.25/HR with benefits, based on education and experience
REPORTS TO: Community Development Director
GENERAL DESCRIPTION OF POSITION: The City Planner is a non-exempt position within the Community Development Department responsible for current and long-range planning development efforts of the city. The applicant is expected to have a knowledge of planning principles and practices while performing professional work of easy to moderate difficulty with supervision. This position reports directly to the Community Development Director.
SUMMARY OF ESSENTIAL JOB DUTIES:
  • Coordinates and reviews building applications and related matters between appropriate departments. Ensures compliance of such reviews with zoning regulations.
  • Evaluates land use applications such as rezonings, subdivision plats, zoning variances, etc. in accordance with city ordinances and the development review process.
  • Acts as advisor to and prepares agenda materials, staff reports, and public hearing notifications for City Council, Planning Commission, Board of Adjustment, and Traffic Commission meetings.
  • Researches, evaluates, and prepares reports/maps/documents regarding planning-related matters brought before the Department and makes recommendations based upon sound planning principles.
  • Corresponds with citizens, developers, firms, and public officials to provide information regarding zoning, subdivision, and code regulations.
  • Performs field inspections to gather relevant information to on-going projects and to verify projects comply with approved plans.
  • Relieves the Office Coordinator at the Department Front Desk and learns how to process license and permit applications, schedule inspections, coordinate code enforcement complaints, and assist the general public with development questions.
  • Attends meetings in the evening as needed and does public presentations on a regular basis.
  • Performs any other related duties as required or assigned.
SUMMARY OF DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Principles and practices of land development design and related engineering design standards, including site design and land use compatibility.
  • Analyzes land development related applications and uniformly applies relevant regulatory ordinances and codes.
  • Prepares and presents oral, written, and graphic reports, documents, maps, and related planning and land development materials in public hearing settings.
  • Reads and interprets codes of ordinances, development plans, regulatory codes, technical and operational documents, reports, plans and specifications, and other similar maps and drawings.
  • Knows basic Geographic Information Systems (GIS) interfaces.
  • Handles stress effectively without interfering with job performance.
  • Organizes, set priorities, and exercises sound independent judgement within areas of responsibility.
  • Operates a computer, word processor, spreadsheets, database software, and other standard office equipment.
  • Communicates clearly and effectively, both orally and in writing.
  • Ability to present information in a public forum with ease.
  • Establishes and maintains effective professional working relationships with public officials, City Manager, department heads, other employees, other agencies, and the general public.
  • Willingness to take on responsibilities and challenges.
  • Conducts oneself with integrity, morality, character, and trustworthiness.
  • Works well with other members of the Department and City.
MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in City Planning or closely related field; AND 1 or more years’ experience in Planning and/or Community Development preferred.
-OR-
  • Master degree in City Planning or closely related field.
  • Must have a current driver's license and have a driving record that meets the liability insurance requirements for the City.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
While performing the duties of this job, work is performed primarily indoors in mostly office settings, with a noise level that is usually quiet; at times work may be performed outside with a noise level and weather which may vary. May require bending, hearing voice and telephone conversation, seeing, keyboarding, sitting and standing for extended periods of time.
SELECTION PROCESS:
Applications are thoroughly reviewed and screened by the Community Development Director and the Human Resources Office. Qualifying applicants will be contacted via telephone initially with in-person interviews to follow. Applications accepted until filled.
